Community Services Clerk - Bekaa

Work in close collaboration with the UNHCR Team Leader and the Community Services Associate in the Bekaa, under the guidance and supervision of the Associate Community Services Officer inBeirutwho, in turn, reports to the Deputy Representative. Work in close collaboration with the community services and other staff in the office. Liaise with them on the joint handling of certain cases, especially those with specific needs. In coordination with the CS staff members refer refugees to the identified service providers. Assist in the development of mechanisms to identify people with specific needs and provide advice on appropriate course of action for those interviewed, especially for single females, unaccompanied and separated children, unaccompanied elderly, female-headed households, physically and mentally disabled, survivors of sexual or gender based violence etc. Manage the reception and counseling of refugees by community services staff. Provide recommendations on enhancement of refugee reception and counseling. Identify vulnerable persons at reception level onwards. Conduct interviews for persons of concern to assess their situation, needs and concerns in terms of health, social conditions, education, livelihood, self-reliance potential, or any other support. The social assessment should provide recommendations and take appropriate actions whether in terms of medical, financial assistance, education or any other support, etc and to coordinate/ facilitate its delivery in collaboration with partners. Manage the maintenance of records on people/cases with specific needs containing information on their bio-data, nationality, contact numbers, in addition to the assessment and recommended action/response plan. Manage the maintenance of an updated list of persons in need of social support and follow-up in terms of numbers, specific needs and situation. Support and ensure that CS staff members also have their own records according to the above and consolidate this information, while monitoring the actions taken especially in relation to vulnerable persons. Carry out best interest determination and assessments for unaccompanied and separated children. Liaise and follow-up with the Protection and Resettlement staff on the situation or status of designated individual cases, as well as on issues related to legal support and durable solutions, as needed. Participate in monitoring the effectiveness of assistance activities delivered by partners sponsored by UNHCR. Provide necessary advice to ensure that activities are well coordinated and meet the specified objectives. Ensure that the AGDM and community development approaches are mainstreamed throughout the operation. Keep the Programme and Community Services units informed in case of any further actions required.  Participate in the advocacy efforts, i.e. preparations for World Refugee Day, HIV/AIDS day, Marathon etc. Contribute to the regular reporting requirements on issues related to community services, children, education, gender mainstreaming, elderly etc. Carry out any additional tasks as requested by the management.
