Women’S Center Director

The NGOs Platform in Saida is a civil, voluntary and coordination platform consisting of around 40 Non-governmental Organizations working in different fields such as social, health, protection, education and development. They all make sure to work together and be committed to the needs of the civil society, regardless the religion or the mentalities. The NGOs platform in Saida is a voluntary coordination framework of NGOs acting in the context of a joint working charter based on the concepts of integration and partnership. The Palestinian Women's forum - PWF - in Lebanon was established in 2008 to create space for women associations and female activists who committed to full equality and Women's Rights. It aims at empowerment women to alleviate the triple discrimination challenging Palestinian Refugee Women in Lebanon: discrimination based on their gender, on their refugee status and on their statelessness. PWF coordinates with local and international NGOs to achieve its goal in eliminating violence against women. The Danish Refugee Council (DRC) is a humanitarian, non-governmental and nonprofit organization, founded in 1956, that works in more than 30 countries around the world. DRC has been operating in Lebanon since 2004, working with Palestinian and Iraqi refugees, as well as Lebanese communities affected by the war in 2006. DRC is committed to basic humanitarian principles; including impartiality and neutrality, and offers the highest standards of accountability to the people it serves. The NGO platform in Saida and PWF are partners to DRC in the implementation of the "Empowerment of Women at Risk in Lebanon" project. The purpose of this 15 months project is to empower women at risk and/or victims of SGBV by prevention and a protection-oriented response based on livelihood support. It will help promoting economic and personal self-reliance of 200 vulnerable women and raise awareness of duty-bearers about SGBV and human trafficking. The Platform, PWF and DRC are inviting local candidates to apply for the position of Women’s Center Director, to support their activities under the project “Empowerment of Women at risk in Lebanon” Funded by the Swiss Agency for Development and Cooperation. General Responsibility: Participate in the preparation and launching of the Women centre Ensure coordination with the Committee (formed of members of NGOs Saida Platform, PWF and DRC) in the detailed planning of and reporting on the Women center activities. The Committee will be responsible for the supervision of the implementation of the Women’s center activities. Organize administrative/financial/logistics matters related to the center activities Set the daily/weekly/monthly work plan, in coordination with the Project coordinator Represent the  Women Resource Centre when requested Coordination and follow-up responsibilities: Coordinate and supervise all the Women Centre activities (counseling, life skills sessions, vocational training, recreational activities, etc) in close collaboration with the Committee. Ensure constant coordination with the 9 partner NGOs of the project. Conduct monthly coordination meetings with the Women’s centre staff. Conduct coordination meetings with partner NGOs when necessary. Evaluate the women’s centre activities and propose new activities   Develop, with the Committee, a sustainability strategy for the women’s center Follow up daily on the women’s center activities Prepare and update the timetable and work plan for the women centre activities Human resources responsibilities: Identify, select, recruit and evaluate the human resources (Women  centre staff and volunteers) in collaboration with the Project Manager Archive CVs and contracts (hard and soft copies) Train the human resources and ensure their application of the Code of Conduct and Women  centre guidelines, or any other guidelines developed by DRC Identify human resource needs and suggest training opportunities accordingly Establish a complaint mechanism for center staff, volunteers and beneficiaries Financial/Administrative responsibilities: Assess procurement needs Coordinate and supervise the correctness of finance/admin procedures Maintain soft and hard records of all procurement contracts (services and products) Ensure and supervise monthly staff salaries in coordination with the admin and finance assistant Monitor budgeting, expenditure and expense tracking activities throughout the project, in close collaboration with the Committee Coordinate with the Committee on setting the payment schedule, ensuring accurate payment of regular expenses and settling installments to contractors Reporting responsibilities: Prepare the overall Women’s center monthly report Propose new activities according to identified needs of the women beneficiaries Suggest solutions for problems encountered with activities, budget, work plan and human resources, discuss them with the Committee and participate in the decision-making process Regularly monitor and evaluate the quality of activities being implemented Other responsibilities:Carry out any other duties relevant to the nature of the job as requested by the Committee Qualifications & Experience: University degree; preferably related to social work Minimum 5 years of relevant work experience Experience in managing Women centers Experience in the field of protection and SGVB Required Skills: Ability to lead groups Excellent communication skills Excellent interpersonal skills Commitment to the values, vision and mission of DRC Good computer skills (PowerPoint, Word, Excel…) Well-developed organizational and planning skills Self-motivation and strong team spirit Ability to speak, read and write Arabic and English proficiently Duration: end of December 2012 (7 months)Starting date: June 2012Conditions: Temporary Service Contract
