Scope of responsibilities:
Ensure supervision of a team (project stock managers)
Ensure training and supervision of drug dispensers
Participate to strategic developments (task shifting, decentralization …)
Public relation activity with institutional partners
Follow up national medical supplies to health facilities (Central Medical Store/MOH)
Function responsibilities:
A. "PUBLIC RELATIONS"
Support/contact person for national drug authorities (update legislation, import procedures,,,)
Participate to the strenghtening of partnership with local/national authorities
Ensure safety and tracking of local purchase procedures according to section pharmacist recommendation and validated sources
Participate to the medical budget definition of the mission
Participate to strategies linked with hand over activities
B. ORDERS
Support and participate to drugs and material orders for the mission (international and local purchase) in providing accurate data (entry-exit), inventories and consumption follow-up database
Based on these data, make relevant assumptions on drugs and material consumption of the different health structures supported by MSF in the country
C. STORAGE CONDITIONS
Ensure storage, classification and organization of drugs and material according to MSF protocols
Apply hygiene and security procedures: clean storage room, control pest and rodents
Make sure that temperature, humidity, light exposition are in accordance with products in the pharmacy especially ensure cold chain functioning and maintenance and ensure storage conditions according to national regulations (psychotropic, narcotic …)
Supervise storage conditions in the different fields in the country in close collaboration with logisticians
D. STOCK MANAGEMENT
Follow-up efficiently MSF stock management procedures for the central stock and supervise the accuracy of the different fields stock management in the country
Ensure proper and safe isolation of damaged/expired medical items
Follow up national regulations regarding destruction of expired drugs and ensure proper and safe destruction procedures
E. FRET RECEPTION
In collaboration with logistic department, ensure the good course of the reception of the international fret and its storage
Check the adequation between orders and international fret and quantify the damaged drugs and material
F. SUPPLY TO THE FIELD PHARMACIES
Ensure an efficient supply of other projects pharmacies with continuity, in keeping track, and in accordance with supply procedures and national regulations
Participate to the supervision of peripheral MSF storage facilities
Monitor, analyse their orders and pass information to the hierarchic referent
G. TEAM MANAGEMENT
Supervise, motivate and train a team of stock managers and assistants of peripheral projects, especially on management tools (in collaboration with the Supply Referent) and, eventually, a team of drug dispensors
I. REPORTING INFORMATION
Participate in the development of the plan of action
Part of the coordination team, participate to the coordination team meeting and should report all information linked to the function activties
Elaborate a end-of-mission report including eventually strategic issues related to hand over
