Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural or man-made disasters.
I- Scope of responsibilities:
To enhance quality of care for patients attending the ER the physician is responsible for case management in the ER and identifying and training staff based on needs.
II- Function responsibilities:
a- Medical activities:
Provide good quality care and treatment to all patients in the ER (internal medicine, pediatrics, fracture/wound management)
Prioritize patients according to a Triage System and respect the time limits.
Obtain a complete patient history and perform a relevant physical examination.
Follow the A-B-C method for emergency patients.
Manage and treat patients according to MOPH/MSF guidelines and protocols according to evidence based practice.
Stabilize patients before referring to other departments or other health facilities.
Update the nurses on the patients’ condition and give clear orders orally and in writing (e.g. medication to be given or observation measures to be taken)
Inform the patient and/or the caretakers about possible diagnosis and the plan of investigation/observation/treatment and prognosis.
Ensure proper documentation of the case
Treat all patients with respect. Make sure the treatment, information and confidentiality of the patients are done according to the Patients Rights Charter.
b- Coordination of medical activities:
Ensure the quality of medical activities in the ER regarding validation and implementation of medical and therapeutic protocols, procedures and standards.
c- Human resources management of medical staff:
Identify the needs for training; propose and implement training schedule for the medical staff
Conduct periodic meeting
d- Pharmacy and medical equipment responsibility:
In collaboration with the pharmacist, ensure the availability of drugs and medical equipment necessary for medical activities
Ensure the efficient use of drugs and medical equipment.
e- Monitoring, analysis and reporting:
Gather data and statistics from the ER. Ensure their relevancy and accuracy. Analyse them. Produce regular reports based on these statistics.
Ensure the accurate diffusion of information to the whole staff under his/her supervision.
III- Specific activities linked to context:
Provide training to other MSF staff at other sites in emergency care as required.
Participate in the development of the MSF Tripoli project in collaboration with the rest of the medical team.
Other tasks may be required depending on the needs later identified
