Data Systems Manager (Re-Advertised)

Data Systems Manager     Project description Developing Rehabilitation Assistance to Schools and Teachers Improvement (D-RASATI) will improve educational outcomes in Lebanon by improving teacher and student performance, increasing community and parental involvement, and improving the school learning environment. The D-RASATI program is funded by the United States Agency for International Development (USAID).   Title:  Data Systems Manager   Summary:  The D-RASATI program is seeking a Data Systems Manager to support the Monitoring & Evaluation Team in the organization, management, and use of project-generated and external data.  This position will report to the Monitoring & Evaluation Director and will be located in Beirut, Lebanon.   Essential functions include [but are not limited to]:   Assists with the design of data management systems that support high-quality analysis and effective use of data for planning purposes Supports the adaptation and maintenance of data systems over the life of the project Liaises with counterparts in the Ministry of Education and Higher Education (MEHE) and Center for Educational Research and Development (CERD) who are responsible for data management and use Ensures the smooth integration of project data systems with those of MEHE and CERD Generates and reports data in compliance with USAID procedures and agreements in the award Helps build staff and counterpart capacity in data processing and management.     Qualifications and Requirements:   B.A., B.S., T.S., or equivalent in information management or a related field is required  A total of at least 7 years of experience in programming and/or database development and management; experience in both the nonprofit and public sectors is preferred Mastery of MS Access and a high level of proficiency in SQL and SPSS Experience in developing and managing data systems for education information  Familiar with CERD data collection, entry, and management procedures Able to work effectively with CERD informatics personnel and MEHE IT and information management staff Strong organizational, communication, and interpersonal skills Must be a native speaker of Arabic.
