1. Background

NRC has a instituted security concept of operations which requires nominated staff whom are to work specifically with implementing the organizations security management framework and ensure adequate risk management is undertaken when conducting operations in the field. Country and field security focal points are either allocated the role full time, or added as an additional task to their main function. CSFP acts as a coordinator for the field security focal points, and a direct advisor to the country director.
Providing humanitarian assistance requires a high degree of professional and efficient Security and risk Management. Each NRC country office and field office has dedicated security focal points and clear security guidelines and procedures. Therefore the main task for the CSFP is to support the Country director on how to strategically and operationally mitigate risks, secure staff, assets and operations and act as an advisor to the field operations. Nominated security staff will receive offers of training and improvement of competence through internal and external workshops and trainings to enable them perform their work.
2. Role, tasks and responsibilities
Job purpose
The main purpose of the CSFP is to act as coordinator, a technical support function, and advisory role to NRC Lebanon humanitarian programme. The CSFP lead and monitor the implementation and compliance of the organizations security management framework at country and field level, and seek to mitigate risks by seeking creative solutions for reducing the vulnerability of NRC staff and programs to threats and dangers exposed to in the operations and program in particular. The CSFP is to work closely with program staff and the Country director to ensure adequate focus and resources are put into risk management in the program overall. The CSFP are to advise on relevant external trainings for all staff, and in particular the FSFP’s, as well as provide field staff a minimum level of required training as the threat environment dictates. The CSFP are to take a lead role in direct management of critical incident management, as well as crisis situations.
Reporting to
CSFP reports to, and acts as an advisor to the Country Director.
In addition s/he maintains a technical reporting line to the NRC Global Security Manager for advice and guidance on security technical issues and decision making.
Level of Authority
The CSFP has the authority to instruct staff to undertake and comply with necessary risk mitigating measures and requirements identified within the country security plan.
CSFP can authorize and instruct in the closure of a field office (SAL 5)
CSFP can authorize and instruct the re opening of a field office
CSFP can authorize the upgrade of country security alert level up to level 4
CSFP can and should advise on repercussion for security breaches observed
Tasks and responsibilities
The CSFP shall:
Security and risk management
•Advise the Country Director on all safety and security aspects of and contribute to the fulfillment of the objectives of the NRC Country Strategy.
•Responsible for implementation of NRC global Security framework.
•Support the CD in ensuring compliance to NRC MOSS in accordance to country risk grading.
•Dedicated member of the senior country management team
•Dedicated member of the Crisis Management Team at Country office.
•Dedicated NRC representative in UN/INGO/NGO/security forums.
•Ensure all new staff are offered a security arrival brief
•Take a lead in the development and annually revision of country and field security plans, hereby fire-, relocation-, hibernation-, compound and location evacuation plans and SOP’s.
•Support in providing updated strategic analysis of political, social and/or military context, analyze possible development and impact on NRC operations and environment.
•Conduct annually Security Risk Assessments (SRA) in line with NRC Security risk management model.
•When situation dictates, identify new and/or additional risk mitigating safety and security measures, suggest and advise on implementation.
•Continuous troubleshooting of existing risk mitigation measures
•Build capacity and educate nominated field security focal points in their ability in undertaking a structure SRA
•Work on maintaining or improving access for ongoing and new NRC program activity by undertaking negotiation activity whenever required.
•The CSFP also acts as a point of contact for staff to present their security and safety concerns to management in a formal way.
•Record and map internal and sector safety and security incidents for the purpose of adapting SOP’s and risk mitigation strategy
•Safety and security post incident analysis
Training
•Train country office staff in current SOP and contingency plans
•Identify shortcomings and conduct capacity building to improve national security staff.
•Build and support the capacity of field security focal points as trainers, through NRC centrally approved mentoring and training guidance, and as per required.
•Identify, facilitate and continuously run relevant safety and security trainings on all NRC staff in response to the identified contextual threat.
•Identify need and facilitate training of all NRC staff in general safety and security including, Fire-, Relocation- and Evacuation drills, first aid and communication equipment etc.
Liaise and coordinate
•Build network and liaise (communicate, exchange information and co-operate) on security issues with relevant (predominantly local) actors in the areas of current and potential NRC programme implementation.
•Participate and support in existing humanitarian sector security coordination and collaboration mechanisms
•In particular focus on building necessary network, liaise, and nurture existing relationship with members of local security apparatus, international military, and/or other relevant actors in conflict
•Cross boarder network, seek and require support in risk management best practice from other NRC nominated security staff
Reporting
•Quality assure and monitor compliance of critical Incident Reporting from field and country office staff, prior to forwarding to NRC HQ Oslo/CD.
•Quality assure and compile weekly security report to NRC HQ Oslo
•Quarterly report on country security management status as per guidance from HQ security section
•Provide input to bi annual risk and hardship survey in connection with risk and hardship grading at HQ
PROFESSIONAL BACKGROUND
•Preferably minimum 5-10 years relevant experience in humanitarian work, preferably in the UN or INGO environment
•Desirable experience from a diversity of operations, preferably within the field of information management as related to security and operational planning
•Demonstrated ability to work under difficult conditions and a high degree of pressure
•Proven experience in administration and working in a organizational structure which has, or has been part of a security team
ESSENTIAL SKILLS
•Experience in liaising with communities, civilians, police and/or military government authorities as well as with regional, national and international institutions preferable
•Political and cultural awareness and experience of working in settings where insecurity has been on the agenda
•Analytical skills and experience
•Demonstrated leadership and management skills
•Significant understanding of complex emergencies and crisis contexts
•Awareness of gender and cultural issues
•Proven communication, interpersonal and negotiation skills
•Fluency in the Arabic and English language
•Above average computer literacy (MS Word, Excel and PowerPoint)
•Holder of a valid international driver’s license
•Familiar with Northern, Central and Southern Lebanon.
•Map reading skills preferred
•Experience from use of satellite phone and VHF radio systems desirable
FORMAL EDUCATION
•High school and/or college relevant level of education
•Relevant experience might compensate for formal education.
•Preferably basic Military or police training, or been exposed to such an environment and interaction.
•Basic Security management education in the form of workshops or seminars

DUTY STATION
The function is based in NRC Lebanon Country office, Beirut, with regular travel, including overnight to all NRC areas of operation in Lebanon.
