To implement the association’s mandate, coordinate and implement board decisions, coordinate and activate member’s activities, contribute to the development of the association’s know-how by building on the experiences of its programs and participate in project implementation, and project management.
Mission1: Ensure the organisation’s representation
1. Make MADA’s activities known, unsure to keep MADA’s image and specificities intact.
2. Represents the association officially in the country and promote an apolitical and non-denominational, non discriminatory and innovative image, respectful.
3. Ensure that, in their relationships with third parties, the association and its team members respect the its mandate, ethics, values, image and position.
4. Defend the association’s interests.
Mission2: Implement the program’s pluri-annual strategy
1. Instigate a participatory working approach in carrying out situation updates, evaluations and results analyses of the actions underway, as well as in the (re)definition of the future main strategic domains for the programmes and projects.
2. Analyse the potential opportunities and risks associated with changes in context.
3. Analyse the development of the platform activities and come up with suggestions and strategic orientations for the board
4. Once strategies have been validated by the Board, direct its implementation through an action plan with clear objectives and deadlines.
5. Continuously evaluate potential and actual partnership and evaluate new strategic alliances.
Mission3: Manage the drawing up of the annual programme implementation plan
1. Through participatory teamwork, produce annual work plan, and provisional budget.
2. Draw up the Financial Resources and HR estimates with his/her team.
3. Elaborate annual programme steering tools with the DO and ensure their implementation after validation by the board.
4. Manage the implementation of the annual programme implementation plan as approved by the board.
Mission4: Develop his/her programme’s operational framework and manage its implementation
1.Manage the implementation of his/her programme’s operational rules and procedures in accordance with the organisation’s reference documents
2. Develop crisis plans in case of foreseen or immediate difficulties
Mission5: Direct the implementation of the annual programme implementation plan
1. Direct the implementation of operational strategy
- Direct project implementation weekly meeting of different programmes
- Ensure that evaluation mechanisms are effective
- Ensure a good flow of information from field to office
- Direct and facilitate the co-operation and co-ordination between different projects, different action levels and different sites.
- Direct the implementation of evaluations and audit (internal and/or external) and the application of the recommendations validated by the specialised services.
- Stimulate the capitalisation of actions and knowledge,
- Develop partnership agreements in collaboration with partners and project coordinators
2. Manage the implementation of human resources strategy
- Direct project implementation weekly meeting of different programmes
- Ensure that evaluation mechanisms are effective
- Assume the employer’s responsibility towards staff by signing consultancy contract agreement and TOR’s (consultancy and / or volunteer staff)
- Supervise and support the programme team
- Articulate the team structure around HR programme strategy: organisation charts, terms of reference, etc.
- Direct the programme’s human resources management: recruitment decisions, signing and termination of contracts, decisions relating to individual assessments and intermediate appraisal interviews, training plan, conflict management.
- Direct elaboration and application of social and pay policy in concordance with the framework laid down by the association and the legislation in force inLebanon
- Set up internal regulations and procedures.
- Encourage the development of team life whilst respecting team members’ private lives
3. Direct the implementation of financial strategy
- Direct the search funds and negotiations with funding bodies at national, regional and international levels
- Sign funding contracts
- Direct the application of and adherence to the terms of all funding contracts.
- Direct the use of the institutional and association funds in coordination with board.
- Ensure the reliability of the accounting and financial system, as well as its coherency with the association’s justification obligations.
- Direct the elaboration of annual budgets in line with programme objectives.
- Validate all spending undertaken within the programme.
- Direct the implementation of audit and control procedures at administrative and financial levels.
- Direct the establishment of the programme management charts necessary for financial steering and programme budget monitoring, analyse differences observed, anticipate evolutions.
- Direct the production and quality (contents and presentation) of narrative and financial reports, and ensure that deadlines are kept.
Mission6: Direct the implementation of communication strategy
1. Manage the information produced by him/herself and his/her team, guarantee its regularity and reliability
2. Identify potential national and international partners and develop regular collaboration (organisations, NGO, institutions, international agencies and government bodies…).
3. Inform the institutional partners of the activity development areas.
Knowledge required
- Higher education (through a degree and/or equivalent professional experience) in economics, social sciences, management or other discipline related to the profile.
- At least 7 years field experience of implementing and developing projects, including experience of team management and project engineering-related issues (financial and budgetary procedures, organisation, planning, reporting, implementation of the project cycle, etc.)
- Experience working with many actors
- Good communication and conflict management skills
- Arabic, French and English: good knowledge
- Working knowledge of one or more other languages would be an advantage.
