The Danish Refugee Council (DRC) is a humanitarian, non-governmental and nonprofit organization, founded in 1956, that works in more than 30 countries around the world. DRC has been operating in Lebanon since 2004, working with Palestinian and Iraqi refugees, as well as Lebanese communities affected by the war in 2006. DRC is committed to basic humanitarian principles; including impartiality and neutrality, and offers the highest standards of accountability to the people it serves. DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011. This assistance has come through the provision of food and non-food items, various outreach activities (registration, follow-up and awareness sessions) rehabilitation of collective shelters and the implementation of quick impact projects.
DRC is inviting local candidates to apply for the position of Community Center Coordinator, to support its activities under the project "Emergency Response for Displaced Syrians in Northern Lebanon" in partnership with the United Nations High Commissioner for Refugees (UNHCR).
General ResponsibilityParticipate in the preparation and launching of the community centreEnsure coordination with UNHCR and all other concerned actors (mainly the Ministry of Social Affairs and other partner local and international NGOs)Assist the Project Manager in the detailed planning of and reporting on the community center activitiesOrganize administrative/financial/logistics matters related to the center activitiesSet the daily/weekly/monthly work plan, in coordination with the Project ManagerRepresent the DRC Community Centre team when requested
Coordination and follow-up responsibilities:
Coordinate and supervise all community centre activities in Wadi Khaled area (counseling, life skills sessions, vocational training, recreational activities, etc) in close collaboration with the Project Manager
Ensure constant coordination with the UNHCR staff member in charge of community services
Conduct monthly coordination meetings with the community centre staff and volunteers
Conduct monthly coordination meetings with all relevant stakeholders
Evaluate the community centre activities and propose new activities
Develop, with the Project Manager, a sustainability strategy for the community center
Follow up daily on the community center activities
Prepare and update the timetable and work plan for the community centre activities
Human resources responsibilities:
Identify, select, recruit and evaluate the human resources (community centre staff and volunteers) in collaboration with the Project Manager
Archive CVs and contracts (hard and soft copies)
Train the human resources and ensure their application of the Code of Conduct and community centre guidelines, or any other guidelines developed by DRC
Identify human resource needs and suggest training opportunities accordingly
Establish a complaint mechanism for center staff, volunteers and beneficiaries
Financial/Administrative responsibilities:
Assess procurement needs
Coordinate and supervise the correctness of DRC finance/admin procedures
Maintain soft and hard records of all procurement contracts (services and products)
Ensure and supervise monthly staff salaries and regular volunteer allowances in coordination with the admin and finance assistant
Monitor budgeting, expenditure and expense tracking activities throughout the project, in close collaboration with the Project Manager
Coordinate with the Project Manager on setting the payment schedule, ensuring accurate payment of regular expenses and settling installments to contractors
Reporting responsibilities:
Prepare the overall community service monthly report
Propose new activities according to identified needs in the community
Suggest solutions for problems encountered with activities, budget, work plan and human resources, discuss them with the Project Manager and participate in the decision-making process
Regularly monitor and evaluate the quality of activities being implemented
Other responsibilities:Carry out any other duties relevant to the nature of the job as requested by the Project Manager
Qualifications & Experience:
University degree; preferably related to social work
Minimum 5 years of relevant work experience
Experience in managing community centres
Experience in emergency work is a plus

Good computer skills (PowerPoint, Word, Excel…)
Well-developed organizational and planning skills

Duration:6 months; renewable (depending on performance and availability of funds)

The position will require full presence in the North (Based in the community center in Wadi Khaled) from Monday till Friday in addition to weekends when necessary.
