Detailed Responsibilities & Tasks
Job Responsibility #1: Partner identification and selection
- Support the Partnership Manager with the identification of potential new implementing partners for the CARE Program.
- Conduct and document initial discussions with potential partners to assess their strategic suitability as implementing partners for CARE’s Program, triangulating information between multiple sources.
- Coordinate organizational capacity assessments (which include financial, governance, programmatic, gender, security and other aspects) for all potential and current partners, working closely with the Grants and Contracts Manager on the due diligence aspects.
- Support Partnership Manager with the partners’ selection process through carrying on all required procedures including due diligence in compliance with CARE regulations.
Job Responsibility #2: Contribute to partner capacity building
- Assist the Partnership Manager with the assessment of partners; Invite partners to conduct assessment, set meetings and develop schedules to engage CARE staff in the process; follow up with partners to collect and properly archive the required documents;
- Support and inform the assessment results analysis; identify the gaps and areas where partners’ skills need enhancing and ensure the data analyzed drives the prioritization of appropriate capacity development interventions
- Help facilitate capacity development workshops to work closely with partners to develop tailored organizational development plans, based on the organizational capacity assessment results analysis
- Support the implementation of the capacity-building plan including face-to-face trainings, secondment, and Web-Based Learning and work with program and program support staff to ensure informal capacity building (such as coaching and mentoring) is also provided to each partner and is adequately documented
- Work with program teams to identify and assist in the recruitment of technical specialists to build partner capacity, where appropriate; draft the job descriptions and recruitment requests, etc.
- Make sure training materials are revised, edited, translated and contextualized prior to the capacity building event
- Work closely with the program support staff to book the training venues in line with the procurement and the Safety and Security Policy
- Collate input from training participants to develop and raise summary of recommendations and comments to partnership manager to evaluate and measure the training results
- Archive all related documents of the trainings and capacity development events
Job responsibility #3: Support strengthening CARE’s partnerships
- Support the Partnership Manager with organizing and coordinating quarterly partnership review meetings for each partner, with particular attention given to the relationship aspects of partnership collaboration and the partnership principles.
- Follow up with programmes and program support teams to harmonize approaches and available resources with the required support for partner’s capacity.
- Organize meetings and/or other opportunities for CARE and partner staff to get to know each other and strengthen relationships.
- Support the documentation of partners’ raised concerns/complaints that they have about the partnership with CARE, and set up a way for partners to share feedback anonymously, if appropriate.
- Actively participate in regular meetings internally with CARE program and program support staff and with partners to discuss the challenges, development and other major things that are affecting the partner.
- Identify challenges that are common across multiple partners (such as on-time reporting), and coordinate with the program and program support teams as appropriate to develop effective solutions/action plans.
- Review consecutively models of collaboration, Budgets, Work plans, and M&E plans.
Job responsibility #4: Coordination
- Support the Partnership Manager with the development of Master Capacity Strengthening Plan; this will include collating input from all partners’ capacity development plans, ensuring consistency with CARE’s available funds, coordinating with other organizational funding the same plans, agreeing with partners on methodologies and tools and finally linking gaps to new proposals.
- Remain current on developments in training and instructional methodologies of CARE and other organizations
- Attend PCG Capacity Building Working Group Meetings and other working groups and other meetings as needed
Job responsibility #5: Information management
- Maintain partner database
- Refine and update of partner database, including definition of key information to be tracked (e.g. key issues/agreements)
- Maintaining partnership files as per CARE requirements, including documentation related to partner identification, selection, capacity assessment, capacity development, review meetings, etc. (all documentation relating to partnership, excluding documentation relating to specific projects).
- Regularly update supervisor on key changes in partner structure, portfolio, programming and any other key information that senior management should be aware of.
- Capture lessons learned from experiences with potential and actual partners to inform the ongoing refinement of CARE approach to working with partners and strengthening civil society
