Monitoring and Evaluation Officer
Unit: Support Department, Near East Foundation in Lebanon
Reports to: Program Manager
Duty Station: Lebanon Beirut with frequent travel between project sites. Occasional travels outside Lebanon in the ME for trainings.
The Near East Foundation (NEF) is seeking candidates for Monitoring and Evaluation Officer to be based in its Lebanon Office in Beirut. For 100 years, NEF has worked to build more sustainable, prosperous, and inclusive communities in the Middle East and Africa through education, governance, and economic development initiatives. Working through a network of country offices and local partners, NEF currently operates in eight countries: Armenia, Jordan, Lebanon, Mali, Morocco, Palestine, Senegal and Sudan. Its programs are organized around three themes: Peacebuilding, Sustainable Agriculture, and Microenterprise Development.
Monitoring and Evaluation Officer
Under the supervision of the Project’s Manager and with the overall guidance of the Regional Monitoring and Evaluation Officer and the Country Director, the Monitoring & Evaluation Officer (M&E Officer) will be responsible for the monitoring and evaluation of the project “Reducing Economic and Social Vulnerability for Syrian Refugees and Vulnerable Lebanese in Lebanon”. The M&E officer will be responsible for contributing on the designing and leading on the implementing the M&E activities of the project; assisting the program team in preparing Quarterly/Annual reports on project progress and will monitor the project activities on a regular basis, developing and maintaining the management information system of the project and will be responsible for the collection & analysis of different data in relation to the project activities. The M&E Officer will work in close collaboration with the project team, partner staff and other relevant stakeholders.
The Monitoring and Evaluation Officer will have the following duties and responsibilities:
Contribute to the design and updates of the Project’s Log Frame and M&E Plan
Manage and report on the implementation of the Project’s M&E plan
Operationalize all the NEF M&E procedures and tools (AKVO software and smartphones, NEF Database, etc.) under the supervision of the Regional M&E Coordinator
Train, support and supervise the volunteers and field agents (NEF and partners) implementing the vulnerability assessments, baselines, follow-up and end-line surveys (with AKVO tools), and collecting project’s activity data (in NEF Database)
Conduct the INA and focus groups in close collaboration with other team members concerned
Conduct regular field monitoring visits and follow-up
Review and ensure the quality and accuracy of the data collected and stored (data cleaning and entry)
Treat and analyze the data to be monthly reported on the project’s performance indicators, and inform promptly when project indicators ahead or behind target
Review and contribute to the finalization of the project’s quarterly, annual and final reports
Report project outputs to UN reporting systems
Provide feedback to the Project Manager on project strategies and activities for improving the project’s performances and sustainability
Participate to the country coordination monthly calls organized by the HQ-based Program Officer, and report monthly to the Project Manager
Facilitate the statistical analysis (using SPSS or equivalent tool) for project’s impact assessments under the coordination of the Regional M&E Coordinator
Facilitate the processes for project’s mid-term and/or final evaluations under the coordination of the Regional M&E Coordinator
Contribute to the project’s Learning activities under the coordination of the Regional M&E Coordinator
Participate in development of future project proposals
Perform other duties as required
Knowledge and Skills required:
At least five years of related previous professional experience
At least two year of experience in Monitoring and Evaluation
Previous experience working with (I)NGO
Previous field experience in assessments, data gathering, interviews and information triangulation/verification
Previous experience working on USG funded projects would be an asset
Desirable: knowledge in any of the following field: Livelihoods, protection, women empowerment
Able to work in BOTH Arabic and English (spoken, written and read)
Desirable: previous experience in managing databases and data collected through Android device
Capacities to take initiative, well organized, ability to learn from experience
Ability to work as part of a team, interpersonal qualities and diplomacy
Communication skills to interact with refugees and vulnerable population
Strong organizational skills, serious and rigorous
Agrees with the principles, charter and objectives of NEF
