We are looking for a TEMPORARY CONSULTANT/TRAINER for the period of 2 days (December 29 and 30) to provide M.E.A.L (Monitoring, Evaluation, Accountability and Learning) training to staff at all levels, including senior managers and directors, and ensure their ability to promote the development and implementation of methods and tools for the Monitoring, Evaluation, Accountability and Learning (MEAL) in UTOPIA according to existing Program quality standards.

Function:
- Ensuring that staff at all levels, including senior managers and directors, fully understand and promote the development and implementation of methods and tools for the Monitoring, Evaluation, Accountability, and Learning (MEAL) in UTOPIA according to existing Program quality standards including research skills and techniques
- Assist project leads/responsible persons in identifying relevant gaps in MEAL strategies
- Supporting staff members in developing project MEAL indicators and selection of methods.
Expected results:
The project team and field office staff will acquire the necessary set of skills to:
- Strengthening the MEAL system to ensure a qualitative balance of data and analysis including:
- Develop and implement a Knowledge management strategy to ensure the whole organization benefits from and applies program learning
- Design standard key MEAL milestones for the organization projects.
- Development and maintain a monitoring system that effectively links project budgets to planned activities and, produce a monthly update for decision making
- Develop/adapt monitoring and reporting tools and frequency for the relevant levels and partner implementation monitoring.
- Support Grants Officer and Project Manager to prepare and monitor monthly cash flow
- Document program successes, lessons and best practices based on demonstrated evidence from project monitoring, evaluation and research.
- Coordinate project baselines, project performance target setting (based on baseline), midterm evaluations and end line evaluations
- Ability to implement various applied research methods including:
- The research process and applied research designs
- Applied research questions and literature
- Data collection in the field and survey research
- Data analysis, writing, and presentation
- Contribute to data entry, as needed.
Qualification:
Education and Experience:
Our ideal candidate has proven ability to complete full training cycle (assess needs, plan, develop, coordinate, monitor and evaluate). Minimum of 5 years experience and demonstrable skills in MEAL in humanitarian and development projects and/or campaigns. Minimum education of a Bachelors degree in Statistics, Social science or relevant discipline.
Language Ability: (Arabic, English)
Arabic: Read, Spoken, and Written English: Read, Spoken and Written
French is a plus.
