Compliance Officer - BALADI Program

The Compliance Officer will be responsible for working with the project managers and Rotational Field Coordinators to monitor grants. Key duties including review of key grant terms, calculation of ongoing run rate and coding compliance and reporting – both internally and externally, and ensuring compliance of the grantees with grant terms. The CO is also responsible for ensuring all program activities are in compliance with USAID and Caritas Lebanon rules, regulations, and policies.

DUTIES

  • Review and approve all documentation by technical team and contractors
  • Control and oversee the grant application, approval, implementation, and close-out processes
  • Control and oversee the contract development, approval, implementation, and close-out processes
  • Upgrade the due diligence system.
  • Revise and update the program compliance system.
  • Work Closely with the grants department especially project managers and keep track of the progress on all the projects across the different areas.
  • Act as Rotational PM when needed.
  • Performing grants management functions such as budget amendments, plan changes etc.
  • Monitor the projects inventory.
  • Ongoing monitoring of grant budgets and expenditures to ensure targets are met.
  • Ensure program activities are in compliance with USAID and CL rules, regulations, and policies
  • Monitor all administrative and financial details concerning issuance of grants.
  • Support in coordination with grantees, and overseeing the execution of their grant, including tracking milestones, procurement, payments, compliance, delivering training to improve grantee administration capacity, working with technical staff on timelines and deliverables, ensuring proper files are kept
  • Understand and adhere to all USAID, CL and program rules and regulations concerning grants, procurement, financial Compliance, environmental compliance, gender compliance, construction compliance, branding and marking policy, and subcontracts.
  • Responsible for drafting the terms of reference for STTAs and other consultants, in coordination with the DPD.
  • Participate in grantee and procurement selection committees and processes.
  • Review and upgrade procurement processes for all grant activities to ensure transparency and fair selection.
  • Monitor grant activities during the execution and implementation cycle to ensure delivery and disposition of goods and services.
  • Provide continuous assessments of grantee performance delivery against project objectives.
  • Interface with grantees, sub-contractors and vendors to ensure transparent program processes are upheld and compliance standards are well addressed.
  • Review all grant activities for compliance with program policies and USAID regulations.
  • Conduct comprehensive final review and close out of grant activities.
  • Review and consolidate project budgets as well as track payment progress.
  • Review and consolidate project work plans and raise an alarm on critical projects in case of inability to meet designated timeframes.
  • Coordinate in finalizing municipal projects evaluation and selection criteria.
  • Other duties as assigned

  • Excellent knowledge of English and Arabic; French is a plus.
  • Excellent reporting, communication and interpersonal skills.
  • At least 3 years of USAID grants/ contracts management experience, including strategic planning, program operations, and systems management is desirable.
  • Demonstrated knowledge of USAID regulations and compliance requirements related to international contracting, including FAR, AIDAR, and CFR regulations.

EXPERIENCE & KNOWLEDGE

  • 5-10 years of experience
  • Experience in program development, donor compliance, monitoring, evaluating and reporting.
  • Prior similar responsibility under Donor programs.
  • Prior similar responsibilities on handling and administering grants are essential.
  • Have previous experience in Lebanon and previous similar responsibilities in implementing similar context projects and activities.
