Senior Livelihood Officer(Civil Engineering Background)-National Contract

Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified candidate who would like to work with DRC as Senior Livelihood Officer in Bekaa – Arsal Area.

About the job 

DRC is planning to implement Cash for Work (CFW) projects in Arsal under DANIDA E. The Senior Livelihood Officer will support the design and implementation of the  CFW projects in the Bekaa/Arsal area.

Your main duties and responsibilities will be: 

• Manage dialogue tables between local government officials, community organization and associations, business and industry representatives, and the population at-large, to provide  essential input into the development and selection of the cash for work projects; 

• Contribute to the design of the CFW project, preparation of tender documents, technical drawings, bill of quantities (BoQ) and work plan;  

• Plan (daily, weekly and monthly) the field activities in alignment with the overall project plan; supervise the workers (contractors if applicable), and ensure follow-up of the various field activities regarding the agreed planning, guidelines, and required quality of the works, specification and design; 

• Ensure that all works have been taken and rules followed to ensure security on-site and safety measures for all the workers; 

• Define and/or participate in the design of the infrastructure works; advise about the materials, machines and tools needed; 

• Be present on a continuous and daily basis on the field site during the implementation of the work; and provide constant feedback on progress, lessons learnt, achievements, gaps, and issues;  

• Technical evaluation of activities; 

• Contribute to technical aspects of donor reporting as requested, as well as any other ad-hoc reporting to the Project Manager or Senior Management; and contribute to the weekly reporting (in English) on the progress of activities with the Project Manager; 

• Report immediately any delay, problem or other relevant information to the Project Manager; 

• Represent DRC with stakeholders in the field such as local authorities, community representatives, and displaced individuals;  

• Conduct evaluation visits in order to ensure the completion of all activities in order to proceed with hand over process; 

• Develop and implement terms of reference and work plans for service providers if needed and review progress at regular intervals; 

• Collaborate with M&E  team in their monitoring activities and share timely information with them;

About you 

To be successful in this role we expect you to have Civil or Architectural Engineering. Bachelor of Engineering or MS level. we also expect the following:

Required  

• Good computer skills and knowledge of the MS office software including Word, Excel, Outlook, Autocad, Primavera. 

• Excellent communication and diplomacy skills to manage relationship in potentially tense situations. 

• Ability to take initiative to deal with difficulties encountered in daily work. 

• Able to manage stress and pressure. 

• Three years of experience in construction engineering, including surveys, planning and execution of construction projects 

• Skills in project planning and design, drafting, calculation, bill of quantities preparation and technical writing.

Desirable 

• Preference given to those with experience in civil engineering  or as site engineers with private companies in construction, infrastructure or agricultural fields 

• Fluency in Arabic and English

We offer 

Contract length: 12 months until end of December 2018 

Level:  C+1 equivalent to 1850 USD/month 

Duty Station: Bekaa-Arsal 

Start date: January 2018
