Advisor on Facilitating Dialogue and Dissemination

Required qualifications, competences and experience

Qualifications

Master's degree in International Development, Political Sciences, Social Sciences or a related field. A graduate degree with substantive relevant experience could also be considered

 

Professional experience

Minimum of 5 years of experience in international development cooperation in the region

Experience in project management, stakeholder management in Lebanon

Extensive experience in international cooperation and formats that foster mutual learning and innovation

Extensive experience with implementing refugee programmes in the region

Priority will be given to those who have previous experience in facilitating dialogue formats

Significant experience in monitoring & evaluation in (post)-conflict or transitional settings

Ideally, knowledge of GIZ procedures and instruments

Ability to plan and organize dialogue events, workshops and conferences that bring together numerous stakeholders at national and regional level

Ability to work under pressure and coordinate inputs from a wide variety of sources and synthesize those into well-constructed reports

Very good intercultural communication and teamwork skills, and the ability to interact with partners at various levels of government and with non-government organizations

 

Other knowledge, additional competences

Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)

Native in Arabic, excellent skills in verbal and written English

High sensitivity and ability to interact with a large number of diverse partners in a sensitive and dynamic political setting

 

Responsibilities

Planning and implementing activities, especially dialogue formats (EU Madad Labs), of Qudra Module 5 in Lebanon, in consultation with the Module Team Leader and Module 5 national coordinators in other partner countries (Jordan, Turkey, Iraq)

Preparing, organising and moderating EU Madad Lab workshops and other learning formats, including monitoring and evaluation, communication and visibility, and documentation of events

Advising participants of EU Madad Labs on mutual learning, collaboration and developing innovative small-scale prototype development projects

Managing research activities in Lebanon in cooperation with local and international universities and think tanks, and link this to research in other Qudra partner countries

Planning and managing visibility and communication in Lebanon

Preparing inputs for reports to the Module Team Leader, the Qudra Programme Director, GIZ and commission agencies eam leader and GIZ Head Office

Intensively cooperating with other Qudra Modules that are implemented in Lebanon, including liaison with other implementing partners

Strictly applying a “Do-no-harm” approach in implementing activities to avoid tension between host and refugee communities

 

Tasks

Facilitating dialogue and knowledge sharing

 

The advisor

Ensures cooperation with staff of other Qudra Modules in Lebanon as well as regionally

Builds up trustful relations among partners and stakeholders to collaborate on vital issues and core questions that are relevant for the programme

Establishes close cooperation with political partner structures (partner ministries) and other implementing and funding partners.

Ensures cooperation and dialogue with stakeholders and partners from government, non-governmental organisations and the private sector

Develops and updates the stakeholder engagement analysis and strategy

 

Knowledge production and exchange

 

Plans, coordinates and follows up on exchange and collaboration activities concerning Lebanon, especially with regard to the EU Madad Labs and the programme’s online platform

Develops methods of documenting and sharing information to be used by the programme and by the stakeholders

Compiles and posts relevant content on programme implementation for the online platform, including

Establishes partnerships and cooperation between national and international research institutions

Develops best practise manuals and guidelines for Module 5 activities in Lebanon

 

Other duties/additional tasks

 

Acts as the deputy to the Module Team Leader in times of absence

Performs other duties and tasks at the request of the Module Team Leader and the Programme Director

Description of the Program: Qudra – Strengthening Resilience for Syrian Refugees in Iraq, Lebanon, Lebanon and Turkey. The Qudra programme strengthens the resilience of host communities, refugees and IDPs in the neighboring countries and regions of Syria (Kurdistan Region of Iraq/Iraq, Lebanon, Lebanon, Turkey). It is co-funded by the EU MADAD Trust Fund and the German Government, and it is implemented by a consortium of European partners with GIZ in the lead.

To achieve the objective to build the resilience of host communities, refugees and IDPs, the programme offers its support through the following five modules: 1) improving school infrastructure and access to extracurricular activities (e.g. sports); 2) expanding and improving basic vocational skills; 3) strengthening social cohesion through community-based services; 4) building the capacities of the local administrations; 5) and promoting dialogue and exchange of knowledge and experiences.

Module 5 (“Facilitating Dialogue and Dissemination”) aims at providing opportunities for refugees, IDPs, and host community members to enter into a dialogue, exchange experiences and know-how, and learn from each other. This module links the other four modules of the programme and also connects its stakeholders and beneficiaries across the region, highlighting the added value of Qudra as a regional programme. Most importantly, Module 5 seeks to provide opportunities to refugees, members of host communities, and IDPs to make their voices heard through various formats such as the EU Madad Labs, peer-to-peer workshops, and the programme’s online platform.
