“Field Officers for conducting interviews on social stability”
I. INTRODUCTION
Project Background Information
The Lebanon Reforestation Initiative is an ongoing, multi-year project funded by United States Agency for International Development (USAID) and implemented by the United States Forest Service (USFS), implementing a community-based reforestation program that has resulted so far in the planting of more than half- a-million native trees throughout Lebanon since 2011. The project promotes a community-led approach to reforestation, bringing together diverse committed municipalities, community stakeholders, Lebanese civil society organizations, and other actors such as the private sector, to restore and replant degraded community lands. With administrative offices in Beirut, LRI technical experts manage a multi-year work program of activities throughout Lebanon in collaboration with grassroots organizations and local communities.
LRI Project Goal
LRI Project Goal is to build social stability and promote sectarian harmony in host communities through sustainable participatory reforestation, capacity building and protection from environmental threats. Under this Goal, The Governance and Social Stability component in LRI supported the creation of Corridor Planning Committees (CPC) in selected Social and Environmental Corridors (SEC), one in the North SEC and one in Rashaya SEC for the first year of the project and activated the one in the Shouf for the second year of the project. These committees are composed of municipal members and identified champions from each community on each of the corridors and are being supported to develop strategic plans and implement individual and joint activities between communities.
In this context, LRI will be measuring the improvement in social stability resulting from the implemented activities within the targeted communities in each SEC as a performance indicator to monitor the achievement of the project Goal. A baseline social stability assessment was conducted in 2017 through interviews with key stakeholders in the target communities specifically designed tools.
II. PURPOSE OF THE CONSULTANCY
LRI seeks field officers to conduct Key Informant Interviews (KII) in the purpose of measuring the final social stability status in the target communities before the end of the project in June 2018.
The field officers are expected to perform the following tasks:
- Attend a theoretical and on-field training on the interview questions and a brief on the scope of the project;
- Conduct at least 3 key informant interviews per day in the target communities;
- Present and discuss with LRI M&E team the results of the interviews.
LRI M&E team is expected to:
- Provide a training on the interview questions;
- Take appointments with the selected key informants;
- Share the contacts and addresses of the key informants with the field officers.
III. EXPECTED DELIVERABLES TIMEFRAME
In close coordination with the LRI’s M&E team, the field officers are expected to conduct a total of 99 interviews (39 in the North region, 39 in Rachaiya region and 21 in Shouf region) within about 33 villages (3 interviews per village) during February and March 2018.
Actual start date of the field work will be determined upon completion of the training session to be scheduled in January 2018 after recruitment of the field officers.
IV. REQUIREMENTS
The field officers should possess the following competencies, and experience:
- Previous experience in conducting interviews or questionnaires;
- Previous experience in implementing social and/or environmental projects and community based initiatives;
- Driving license and own car for transportation;
- Proficiency in spoken and written Arabic and English.
V. PAYMENT CONDITIONS
The field officers will be payed 60 $ per day including transportation using their own car and at least 3 interviews per day.
