Care international in Lebanon (CiL) is implementing a regional response to the Syrian Crisis to meet the immediate and most urgent needs of the women, men, boys and girls who have fled Syria. CARE International in Lebanon (CIL) is supporting local communities with their longer-term needs and basic rights through WASH, Shelter, basic assistance, protection, and longer term economic development solutions and activities in collaboration with local partner organizations in the North, South, Beirut, and Mount Lebanon Governorates.
The WASH program manager will be based in the Beirut office and will support CARE’s field offices, currently in South, Mount Lebanon, Beirut, and North Lebanon. This position will mainly be working on a new project in South LB as part of an anticipated Madad funded consortium which activities will include large WASH infrastructure and capacity building to local institutions.
The position will also play a leading role to ensure high quality programming, lead research, as well as supporting networking on WASH programming at CARE. The position will report to the DCD-Program. The position is expected to bring in significant expertise in technical WASH design and implementation. Knowledge of the region is highly desirable.

Proven Experience:
• Operational experience in urban economic development programming in middle income countries
• Excellent skills and experience working in a range of economic empowerment and/or local economic development programs including public-private partnerships; women’s economic empowerment opportunities; micro and small business start-ups; microfinance;
•At least 6 years’ experience working within the NGO, UN, local organizations and/or donor community at a senior level in the area of livelihoods and economic opportunities
IT / Software / Technical Skills:
Familiarity with MS Office software, such as Excel

Detailed Responsibilities & Tasks
Responsibility #1: Project Implementation
- Ensure the overall project elaboration phase as per donor agreement, CARE guidelines, and agreed implementation strategy with consortium partners.
- Develop, update and follow up a detailed work plan, in line with donor agreement and CARE WASH guidelines
- Elaborate budget spending and forecast including tracking and managing partners’ spending.
- Ensure procurement plan are timely placed and communicated to the procurement department, according to CARE procedures.
- Ensure proper documentation, tracking and filing of all project’s activities in line with project objectives, donor requirements, CARE compliance rules and implementation strategy.
- Ensure that donor contractual requirements are fulfilled, including by partners, with reference to the General and Technical conditions of the Consortium Agreement with NRC and internal regulations, throughout the entire project period;
Responsibility #2: Support in technical expertise to programs
- Provide technical support and training to CARE and partners staff on relevant topics such as youth and women’s economic empowerment, market systems, value chain support, and engaging the private sector
- Design technical guidelines that outline processes, procedures, or strategies for program implementation
- Work closely with CARE’s regional and global technical advisors in exchanging sound practices
- In close collaboration with the Gender Advisor, ensure that programs and interventions reflect and further gender issues
Responsibility #3: Project Team and partner Management
- Line Manage the project team members and ensure performance is in line with project, CARE’s, and donor’s expectations and requirements
- Monitor and Coordinate implementing partners and external consultants’ performance
- Participate in grant review meetings ensuring partner INGOs are compliant with donor regulations and are on track with spending.
- Make sure all project team members have clear job descriptions and their job performances are evaluated accordingly.
- Identify learning and training opportunities for CARE project team.
Responsibility #4: Representation and Coordination
- In close collaboration with sector Coordinator, ensure CARE representation in the relevant technical coordination meetings at the Technical committee’s level.
- Maintain healthy relationships with government institutions including the ministry and municipality and cooperating organizations through regular contacts, visits and fulfilment of project requirements
- Work closely with admin, logistics, procurement, and HR units to ensure the success of the project by initiating relevant planning tools (such as procurement plans) and regular coordination meetings.
Responsibility #5: Program Quality and Learning
- Support development of MEAL plan and program quality activities e.g. project quality meetings, and learning events;
- Ensure project data and achievements are up dated and reported monthly
- Support and feed into monitoring and evaluation activities
- Ensure partner NGOs regularly report to CARE according to established procedures.
- Draft narrative and quantitative reports as per CARE internal requirements and donor requirements.
