Procurement and Coordination

 

  • Prepare tendering documents (Invitation to Bid, Request for Quotations, Single Offer) for all materials, equipment, works and services ordered for the projects in a cost-effective and transparent manner in line with TDH IT and donor/s specific policies, in conjunction with the Programme Administrator.
  • Ensure that all supporting documentation is prepared and filed according to donor/s and TDH IT procedures.
  • Implement framework agreements for recurring and routine procurements and prepare procurement contracts (Supply, Service and Works).
  • Ensure that all Purchase orders are tracked from the point of planning and request, through to final receipt, documenting the process in accordance with TDH IT guidelines.
  • Participate in the evaluation of bids and proposals and ensure that all evaluation documentation (bid evaluation report, technical evaluation, minutes of opening etc.) adheres to TDH IT guidelines.
  • Responsible for ensuring that the goods/works/services received comply with the technical specifications of the procurement (quality checking).
  • Provide data to monitor and evaluate the overall procurement performance in support of the Programme Administrator, Project Manager and Head of Office.
  • Maintain a database of the suppliers selected by TDH IT, including the pre-qualification of suppliers using the Vendor Registration Form.

 

Logistics and Coordination

  • Follow up and monitoring organization vehicles are done in timely manner (usage, periodic, non-periodic maintenance, communication with suppliers).
  • Prepare the Fuel follow up report.
  • Notify the line manager if any accident or car failure occurred.
  • Support on the identification of the suppliers in TDH IT area of operations.
  • Follow up on the premises related to TDH, maintenance contracts, service providers, and other needs.
  • Follow up on the inventory and update the asset list.
  • Insure the goods received are within the framework agreements
  • Be present during distributions in order to maximize staff and resources safety
  • Work closely with the PM/Programme Administrator and Head of Office, and coordinates with the Field responsible.
  • Other duties as deemed necessary by line manager.
