Program Manager - Gender Based Violence

ESSENTIAL DUTIES AND RESPONSBILITIES:

 

 

The primary function of the GBV Program Manager is to ensure the support and supervision of site teams implementing GBV prevention and response activities towards ensuring that IMC and international minimum standards are met and services are up to the highest standards. 

 

Essential Job duties:

 

Program Implementation and Capacity Development

 

  • Provide technical support to case workers on how to support GBV survivors and advise on particularly complex cases
  • Directly supervise case workers. Ensure that case assessments, referrals, safety planning, and work plans are in line with international standards and best practice. Follow up regularly with GBV Officers on file audits.
  • As requested by the GBV Coordinator, provide technical support through leading sessions, guidance on program activities, etc. with the GBV Officers, and the rest of the field teams, related to good practices in PSS, case management, services for GBV survivors, working with adolescent boys and girls, and working with men.
  • Work closely with the M&E team to conduct regular analysis of GBV data collected from program teams in order to note trends and inform programming accordingly, as well as sharing information via reports on weekly, monthly, quarterly, and yearly basis.
  • work closely with the GBV Coordinator to maintain and strengthen strategic partnerships and coordination with other service providers related to GBV services.
  • Submit regular reports to the GBV Coordinator on the case load, ensuring data is accurate, updated and detailed using the Case Management data base.
  • Contribute in ensuring the compliance of the department to GBV minimum standards and working towards achieving comprehensive standards.
  • Review the curriculums, and tools used by Case Workers, Social Workers, and Volunteers to make sure they are standardized among all areas, and the meet the technical international minimum standards.
  • Build the capacity of GBV Officers to offer appropriate support to individuals and communities at risk / survivors of GBV services using standardized resources.
  • Develop and strengthen referral systems both within IMC’s programming as well as between external actors.
  • Monitor the quality of the GBV services on a regular basis, identify gaps and propose adjustments, in collaboration with the other relevant sectors.
  • Support in training other IMC program staff to integrate guiding principles and risk mitigation into various sector interventions and on the safe identification and referral of GBV survivors.
  • Support the GBV Officers in the field to identify existing support mechanisms and work closely with local counterparts governmental and non-governmental entities to ensure community buy-in and cultural appropriateness of activities.
  • Ensure that programing is on track and indicators/targets are being met in a timely manner.
  • Coordinate with GBV Coordinator, M&E team and other parties over quality/quantity of indicators achieved.
  • Review and authorize “emergency cash assistance” and “community based projects”.
  • Contribute to the positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct
  • Provide strategic direction and undertake analysis of GBV trends, gaps in services, and IMC’s capacities to better address needs

 

Program Planning

  • Contribute in program design and the preparation of concept notes and proposals.
  • Analyze trends of GBV and propose adjustment strategies to meet needs.
  • Support in the monitoring of indicators according to the log frame and to the spending figures and propose relevant adjustments.
  • Support GBV officer in assessments to identify protection risks, to map points of service for survivors of GBV and vulnerable individuals, and to identify points of entry and support structures for reinforcement.

 

Coordination

  • Work closely with the Health and Mental Health Teams to ensure mutual understanding of different programs goals and expectations and ensure linkages across IMC programming.
  • Support GBV officers in coordinate with local and international organizations, UN agencies and other stakeholders on the field level to ensure holistic support for survivors.
  • Attend relevant meetings, task forces and working groups related to protection and GBV when asked for.
  • IMC national focal point for the GBV IMS.

 

Human Resources, Administrative and Financial Management

  • Contribute in the selection, training and support of qualified field staff and help in their orientation on the program goals, outcomes and procedures.

Security

  • Ensure compliance with security protocols and policies.

Reporting:

  • Compile regular program reports, on time and with accurate data and add relevant input and recommendations.
  • Report directly on all tasks and responsibilities to the GBV Program Coordinator providing timely updates as scheduled in addition to ad-hoc reporting as relevant.

Qualifications:

  • Bachelor’s degree in Social Work, Public Health, International Development or other relevant field of study.
  • A minimum of five years of experience working in GBV programs implementation.
  • Familiarity with national and international standards and guidelines for GBV programming and coordination.
  • Familiarity with GBV reporting tools and GBV IMS. Ability to read, write, analyze and interpret technical information in both English and Arabic.
  • Good working knowledge of Microsoft Office tools.
  • Ability to work well with a cross-cultural team, in conflict and post conflict settings and under pressure.
  • Strong communication skills, both oral and written.
  • Demonstrated high level of flexibility, responsiveness and reliability.
  • Strong problem-solving and innovative skills to address gaps and challenges using available resources.
