The Lebanese Women’s Democratic Gathering (RDFL) is a secular non-governmental women organization which works with the democratic forces and represents a part of the advocacy secular democratic women’s movement, on the basis of international pacts and treaties, as well as the Universal Declaration of Human Rights and the Universal Declaration on the Elimination of Violence Against Women, in order to promote women’s status and participation and empower them, aiming at achieving full equality between both sexes.
RDFL and within the project "Strengthening response and prevention to gender based violence in Lebanon", supported by UNICEF, seeks to recruit a project supervisor who has experience on GBV protection and prevention, with wide experience in project management and reporting. This project will be implemented in Baalbek and neighboring villages- Qasarnaba and neighboring villages.
The project supervisor will be in charge of the coordination and supervision of the project's activities.
The main tasks for this position are:
- Identify, develop and follow up on partnerships with local and international organization in order to achieve project results
- Provide technical advice on GBV case management and psychosocial support and oversee implementation of activities
- Ensure coordination with project’s staff and RDFL members
- Provide input on program development and recommendations, as required
- Regular coordination and collaboration with partners, stakeholders and staff to ensure involvement in service delivery, planning and reporting
- Preparing and submitting reports in timely manner
- Program documentation, data collection, analysis, final outcomes report for donor reports
- Documentation of all activities and outcomes
- Participate in relevant working group on area level
- Ensure effective communication with all key stakeholders
- Report to the Head of programs on a regular basis on all progress of activities and challenges
The primary functions of the GBV Program Supervisor is to oversee the implementation of quality GBV prevention and response activities, building capacity and promote the work of RDFL in GBV.
1. Program Planning
• Work closely with the Head of programs and project team and GBV case management supervisor to understand program goals and to meet expectations
• Contribute to ongoing assessments and analyses to better understand protection risks, to map points of service for survivors of GBV and vulnerable individuals, and to identify support structures
• Analyze trends of GBV and develop/adjust program strategies to meet needs
• Contribute to program design and the preparation of concept notes and proposals
2. Program Implementation and Capacity Development
• Identify and reinforce existing support mechanisms and work closely with local counterparts to ensure community buy-in and cultural appropriateness of activities
• Strengthen case management and referral systems
• Work with teams and communities to develop appropriate prevention and awareness-raising/behavior change strategies
• Train GBV staff to become leaders of GBV prevention and response. Depending on skill sets and required roles, trainings may include: gender, guiding principles of addressing GBV, GBV case management, referral pathway development, compassionate care, facilitation skills, mobilization, project cycle management, etc.
• Contribute to information-sharing and data management systems
• Compile monthly and quarterly reports, on time and with accurate data
• Maintain flexibility to take on added responsibility as and when needed
3. Coordination
• Coordinate with local and international NGOs, UN agencies and other stakeholders in coordination with the Head of Programs to ensure holistic support for survivors, including participation in strengthening GBV SOPs and referral pathways
• Actively participate in protection/GBV working groups and contribute to interagency initiatives, and promote the role of RDFL in GBV
• Ensure maximum visibility of RDFL among UN agencies and NGO community
• Contribute to the positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct
4. Human Resources Management
- Develop support strategies for staff and introduce principles of self-care
- Continuous follow up and coordination with team to ensure maximum efficiency of the program
5. Financial Management
• Develop work plans in line with financial pipelines
• Work with Finance and Logistics to plan and procure supplies within program budgets
• Ensure compliance with donor regulations
6. Security
• Ensure compliance with security protocols and policies
• Consider security implications of all program activities, reviewing all new initiatives with staff and community leaders
QUALIFICATIONS:
• Master’s degree in Social Work, Public Health, International Development or other relevant field of study
• a minimum of three years’ experience in GBV program design and implementation, including at least two years of international, humanitarian experience
• Proven knowledge and experience in developing and implementing community mobilization projects
• Supervisory experience
• Relevant regional experience strongly preferred
• Familiarity with standards and guidelines for GBV programming and coordination as well as guidance on protection
• Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs
• Experience in representing and promote RDFL in relevant coordination forum.
• Ability to exercise sound judgment, to remain flexible to a changing environment, and to make decisions independently
• Ability to work well with a cross-cultural team
• Strong communication skills, both oral and written
