Background:

The technical advisory and programme quality team in Lebanon provides Oxfam and partner teams with timely and high-quality technical support to ensure Oxfam’s programmes contribute to sustainable transformative change at scale to address root causes of suffering and inequalities in Lebanon. The team promotes programme learning and continuous improvement of programme quality and effectiveness, strengthened accountability, and ensures that evidence from programmes drives effective advocacy and campaigns.     

Job Purpose

To lead on the development and implementation of Oxfam’s Humanitarian and Resilience country programmatic pillar by managing and providing specialist advice and support on all humanitarian/ resilience projects (WASH, Protection, EFSVL) and preparedness activities.  This includes country humanitarian strategic management, representation, coordination, programme management, advocacy and programme support at senior levels.

 

Dimensions:

  • Leads on the development of programme ideas and proposals for humanitarian interventions, including overseeing and providing technical guidance to humanitarian assessments, analysis of data to inform proposal development and the strategic direction of the humanitarian programme and resilience pillar
  • Provides daily oversight and support to field teams and partners implementing humanitarian and resilience projects
  • Lead on the planning and implementation of humanitarian preparedness, including updating contingency plan on scheduled basis and keeping country office informed of plans
  • Acting as key focal point for emergency responses in the event of a humanitarian crisis in country
  • Coordination and delivery of agreed plans or strategies. Input to strategic plans and processes at country, regional and global thematic level
  • Represents Oxfam in relevant humanitarian coordination meetings and relationship-holder for key external stakeholders
  • Plays an active role in lobbying and advocating on issues related to the HP, working closely with policy and advocacy staff
  • Works as part of a technical advisory team, providing specialist advice or specific skills to different teams
  • Collaborates with Oxfam teams and departments to ensure the integration of Humanitarian Programme and Resilience considerations with other programmes and planning, to ensure humanitarian principles are respected and streamlined throughout all of Oxfam’s programming and that Oxfam is meeting humanitarian core standards
  • Ability to analyse and communicate complex information on the HP matters to a wide audience
  • Decision-making on the direction and implementation of the HP, which requires sound judgement based on technical and management experience, and is informed by the field teams team
  • To take part in public campaigns based on agreed plan of action and objectives
  • To support fundraising efforts and provide support in producing clear and quality reports (financial and narrative) that demonstrates good accountability

Key Responsibilities:

Strategic Management and Leadership

  • Directly line-manage the Humanitarian Programme team (including a WASH senior advisor and Protection senior advisor), ensuring implementation of Oxfam’s performance management policies and procedures.
  • Oversee the Humanitarian programme team to ensure humanitarian/ resilience projects are delivered to time and to budget
  • Lead the further elaboration of a comprehensive Humanitarian Programme and Resilience Strategy for Oxfam in Lebanon, with a strong partnership approach. This includes further defining the strategy, designing approaches, actively identifying and engaging with key partners and supporting programme teams and partners in developing funding proposals and reviewing and revising current projects to meet changing needs and requirements
  • Takes ownership of Emergency Response planning and implementation for all country staff, with a special focus on areas where there is field work
  •  Ensure appropriate contingency plans, and related preparedness and mitigation strategies, including capacity building initiatives are up to date, to ensure Oxfam’s humanitarian mandate is met
  • Support relevant Oxfam partners in humanitarian contingency plans, where applicable and that key staff are trained on the same
  • Assess on-going humanitarian situation and gaps, lead on reporting with recommendations and proposals for Oxfam's response and scale-up
  • Provide specialist Humanitarian/ Resilience advice and support the implementation of Oxfam’s HCP interventions and approaches in Lebanon
  • Participate in country planning, strategy development and reviews.
  • Support programme and project teams on HR issues, such as in developing ToRs and job descriptions and advice/ input on relevant recruitments
  • Maintain an up to date understanding of the humanitarian situation in relation to Lebanon and ensure that programme teams have access to relevant, up to date information
  • Support PMs in ensuring that Oxfam meets all contractual obligations and achieves high quality proposal and that all donor reports are submitted on time to the Funding Department and are of high quality

 

Programme Quality

  • Support the implementation of Humanitarian Programme and Resilience (HPR) activities within Lebanon – including ensuring coherence, standardized approaches, and programme quality across the HPR programme and HPR elements in other programmes
  • In collaboration with other Programme coordinators, Policy Unit and Programme Managers, work to integrate programmes and policy to ensure that programmes are working towards achieving same aims and leveraging impact in line with Oxfam’s country strategy Lebanon
  • Support team and partner risk analysis related to programme activities before implementation and provide strategic steer on amending activities and approaches where necessary
  • Support HPR programme teams and partners in developing and applying appropriate monitoring, evaluation, accountability and learning (MEAL) tools in relation to Oxfam’s HPR work in Lebanon.
  • Support the development and implementation of national programme evaluations, learning events and specific programme related research activities
  • Support HPR programme staff and partners in mainstreaming gender throughout Oxfam Lebanon’s HPR work
  • Support identifying capacity building needs and opportunities for Oxfam staff and local partner organisations; support the development and implementation of capacity building plans and design and deliver training as appropriate. This includes identifying staff secondments and team/ partner participation in global learning events
  • Be the focal point to liaise with technical staff from other Country Programmes in the region to identify opportunities for collaboration and joint learning

 

External Representation & Coordination

  • Represent Oxfam externally in relevant UN/ (I)NGO or Government fora; develop alliances with organisations and other relevant stakeholders working on HP with a view to enhancing coordination, and adopting complementary approaches including active participation in relevant coordination and planning mechanisms and supporting field staff in field-level protection coordination and as sector working group co- leads
  • In collaboration with relevant Policy Advisor(s), lead specific research activities and ensure that influencing and advocacy work is based on sound research and programmatic evidence
  • Support advocacy and campaigning on HP issues including analysis, surveys, assessments and support to development of policy products as required. This includes ensuring linkages to relevant Global Campaigns

Technical Skills, Experience & Knowledge

  • At least 5 years of experience managing humanitarian programmes, and an understanding of relevant issues, especially in a protracted crisis setting, with experience/ knowledge of EFSVL (specifically cash), WASH and/ or protection projects is highly desirable
  • Sound technical knowledge in EFSVL, WASH and/or Protection projects in Lebanon.
  • Proven programme and project management skills including planning, monitoring, evaluation, budgeting, proposal development and report preparation
  • Sound knowledge of the social, economic and political context in Lebanon
  • Proven ability to analyse complex environments at local and national level, monitor changes and translate into appropriate strategic planning
  • Skilled in an integrated approach to advocacy that includes research, lobbying, public campaigning
  • A proven record of effective partnership and people management skills with strong competencies in team management and partnership building
  • Ability to work flexibly and under pressure on fast changing priorities
