Technical consultant (Health Security Safety and Environment and Training of Trainers Expert)

General Objective

The general objective of the consultancy is to train around 16 people in the techniques of training in HSSE to have a pool of 16 trainers in HSSE in the Shouf region.

Specific objectives

• Develop an appropriate curriculum and delivery mechanism for the ToT in HSSE
• Provide recommendations to SIF, underline gap, need and opportunities

1. The expected outcomes of this consultancy are as follows

üThe Project expects the consultant deliver the Health Security Safety and Environment HSSE in a Training of Trainers (ToT) method to the participants (SIF staff, partners staff, stakeholders from public sector and NGOs)

• All the participants at the end of the training should be able to train farmers and members of processing cooperatives

Health Security Safety and Environment Training of Trainers

1. TOT Basics

In the domain of TOT techniques, the consultant shall provide an introduction before the HSSE section. It is expected that the Consultant will highlight techniques in Training used in delivering the HSSE sessions.

The following are the minimum required topics:

1. Training Basics

• introduction
• Training versus teaching
• The Ideal Training course

1. Step of Training as a Trainer

• The qualities, responsibilities and role of an effective trainer/facilitator
• How adults learn and their participation principles
• Understanding facilitation skill
• Understanding the role and responsibilities of good trainers/facilitators

1. Communication techniques

• Effective communication,  public speaking and training methods to enhance participation of trainees
• Adapting our training style according to our audience

1. HSSE

The consultant will train on the following components of HSSE:

• introduction to the curriculum
• hazards at work place
• control measures
• ergonomics and good posture
• manual handling
• work at height
• fire safety
• first aid
• hygiene and environment

SIF expects the STTC to use power Point Presentations, videos and case studies throughout the whole session and provide the participants with brochure and manuals. 

1. Final report  of findings and recommendations.

Reports directly to SIF’s Beirut Office, to the Food Security and Livelihood Manager. S/he will submit the following reports at the end of the training sessions:

• Presentation of the outcome to the SIF country team and technical advisors;
• The Narrative Report draft which includes: the number of beneficiaries, SWOT analysis of the trainees in general, Provide technical guidance for future steps
• incorporate inputs from coordination to the draft
• present a final report including recommendations

Agenda of the consultancy

• Brain storming sessions (1 day) with the Food technology and Community Mobilization officer and the FSL manager to have a project objective context and get a brief about the project.
• 1 day field visit (cooperative and farmers)
• 1 day of brainstorming with SIF partners (SBR, AUB, green orient etc)
•  4 days training
• 2 days report

1. Qualifications of the consultant

Person qualifications

• Certificate in HSSE from a recognized institution. 
• Previous experience in training
• Strong interpersonal skills and a supportive technical and communication style
• Strong command of Arabic (the training language)
