Child Protection Area Officer

Position objectives:

  • Technically supervise Mouvement Social’s Child Protection case management and mental health programme’s components and implement Psychosocial Support activities in the governorate.

 

Who this position reports to:

  •  Head of Center (management) and Child Protection coordinator (technical).

 

MAIN RESPONSIBILITIES:

Supervision:

Under the regular supervision of the Child Protection coordinator in Beirut, the Child Protection officer will be responsible of:

  • Preparation of weekly, monthly and annual plans, reports and evaluation of the activities;
  • Meet weekly with caseworker and data caseworker individually to review all cases and regularly monitor individual caseloads;
  • Identify training needs among Case Management and other team members and communicate to Child Protection coordinator;
  • Supervision of Mental Health staff in planning and implementation of activities;
  • Updates Child Protection coordinator and Mental Health advisor regularly on all complex cases;
  • Reviews and approves the quality of the children’s files; 

Implementation:

  • Ensure the relevance of referrals of children to Mouvement Social’s various Child Protection services according to the children’s profiles and Mouvement Social Child Protection programme intake eligibility criterias.  
  • Implement Psychosocial Support activities according to age (children), situation (children and caregivers) and according to specific Focused Psychosocial Support curriculum;
  • Ensure new cases and all follow up actions are documented in the data base. Identify and communicate gaps/mistake/discrepancy in the progress file to the appropriate team member;
  • Identify through regular Psychosocial Support activities cases eligible to Case Management services;
  • Work closely with caseworker/data case worker on high risk cases with the possibility of directly managing some in case of overload;
  • Reviews and approves all case plans, case transfers and case closures;
  • Ensure caseworker/data caseworker are following up and monitoring cases according to agree upon timeframes;
    and lead case reviews for all cases along with caseworkers/data caseworkers, child and family;
  • Ensure that children who are referred to the Mental Health services exhibit the Mental Health symptoms as by Mouvement Social ’s Internal Operational Procedures.

Documentation:

  • Complete all documents, for Mouvement Social and reports according to Data Protection Protocol;
  • Ensure all actions are documented thoroughly and weekly in the progress file and other for Mouvement Social, including observations, actions taken and discussions held with child and family and case file audits;
  • Maintain database according to standards;
  • Monitor use of National SOPs as well as agreed upon internal and inter-agency tools and for Mouvement Social;
  • Ensure that patient data and files are treated in a confidential manner and that the Mental Health services are provided to the highest ethical standards;

Coordination:

  • Participate to Child Protection zonal meetings and other relevant Child Protection meetings;
  • Coordinate with other agencies focal points on individual referrals;
  • Ensure internal/ external referral pathway and service directory are in place and brings challenges to coordination mechanisms;
  • Ensure inter-agency case conferences are organized as necessary to review some high-risk cases and take joint decisions.

Reporting:

  • Ensure follow up and report to Child Protection coordinator and M&E officers on weekly basis;
  • Observations and recommendations regarding the quality and effectiveness of Psychosocial Support, CM and Mental Health services;
  • Compile Case Management, Mental Health and Psychosocial Support activities weekly reports conducted during the week in a weekly Sitrep to the Child Protection coordinator.

 

Other

  • Promptly reporting concerns or incidents to Mouvement Social Head of center and liaising with the outreach worker and with community leaders and other external parties as required to maintain/enhance the acceptance and effectiveness of Mouvement Social program;
  • Other duties as assigned by the supervisor to enable and develop Mouvement Social programs;

 

REQUIREMENTS:

  • Technical diploma or degree in social work, social science, pedagogy, psychology or other related fields (mandatory);
  • Social work and Mental Helath and Psychosocial support experience (mandatory);
  • Management experience (mandatory);
  • Experience in working with children and organizing activities (mandatory);
  • Working experience in NGO (Preferable);
  • Experience in delivering training (Preferable);
  • Experience in working in emergencies (preferable);
  • Minimum of Three years of relevant work experience in the area of Child Protection including case management (mandatory);
  • Personal qualities: Team player, flexible, network-builder, able to handle pressure, enjoying working in the field;
  • Knowledge of Child Protection database / CPIMS (Preferable);
  • Proficient in Word and excel (mandatory);
  • Fluency in written and spoken Arabic (mandatory), English speaking is an asset;   

 

Travel and other requirements: Staff will be based in either the North Lebanon, Akkar, Mont Lebanon or South Governorates, with some travel required between the governorates and the main Mouvement Social office in Badaro.
