Child Protection Technical Manager

Capacity building and development strategy for partners

  • Support technical officers in identifying training and development needs for Tdh staff and for partners, through job analysis, annual performance review documents and regular consultation with project managers and the admin departments
  • Develop a training strategy for the organization;
  • Validate all training materials developed by technical officers
  • Ensure that staff implement and respect best-practice and international standards in CP prevention and response
  • Support and validate the quality of the work done by the teams as regards the Tdh mandate and commitments and international standards.
  • Collaborates and coordinate with regional Programm coordinators and Thematic Advisors at the headquarters to develop and validate the thematic strategy in line with the Tdh strategic commitments
  • Support, design and/or validate M&E tools to track and measure output and outcome following training

Contribute to program development strategies

  • Contribute to the development of proposal activities in relation to case management
  • Contribute to the development of all project strategies, steering and outcomes.
  • Facilitate and coordinate an intersectoral and/or integrated approach between projects.

Training Resource Information Management and Development

  • Support identification of technical support needs for missions, the formation of the terms of reference with all associated elements; take part in briefing/ de briefing of missions
  • Support the Technical Support department for the construction and maintenance of a complete and extensive training resource data base, which should include, at the minimum, a list of training venues, external training resource people/organizations, logistical support actors for training, etc…
  • To keep accurate training records that are comprehensive and up-to-date.
  • Develop a Tdh library (electronic and hard copies) on training and coaching methodologies, practices and topics of interest to Tdh Lebanon
  • Form links and develop ideas to promote practice based information sharing of Tdh’s training and program specialization with relevant Lebanese and Palestinian child protection focused organizations or institutions. 
  • Together with the HR Manager arrange and plan for the induction of new employees.

Knowledge management, research and advocacy

  • Ensure the  Quality of lessons-learned, research, publications, studies, produced
  • Link trends and learning within projects, support the production of capitalization documents with the M&E team and disseminate internally and externally.
  • Disseminate information to the teams to keep them abreast of appropriate technology, policy, approaches, methodologies and resources.
  • Support qualitative studies, research etc., ensuring recommendations & learning are shared.
  • Support advocacy through networking with key stakeholders and spread the results of data, capitalization and research, for possible duplication

Representation and Mobilization of national and/or regional professional networks

  • Actively participate in technical working groups meetings as per needs and redirect the needed programs and messages to the staff and share the meeting results with involved staff.
  • Coordinate and develop national measures for dialogue and partnership with state, national and international partners.
  • Strengthen and develop synergies with government institutions, UN agencies,  NGOs and local organizations.
  • In general, make sure that a positive and professional image of Tdh is conveyed. In particular, ensure that Tdh's mandate, thematic policies, ethics, values and views are followed in relation to third parties.
  • Fosters the correct communication and visibility of the projects and of Tdh

Team management

  • Lead, advise, support and supervise the members of the technical team
  • Facilitate good communication between the staff under his/her responsibility and the project teams; Ensure the team works well together (resolve existing or potential conflicts)
  • Organize meetings with the technical team and coordinate with the other projects
  • Together with HR, write the job descriptions for the employees in the technical unit and have them validated by the Head of Delegation/coordinator
  • Recruit and train his immediate staff (listen, support, motivate, involve, train, take disciplinary action against them, ensure they are updated and their skills are developed)
  • Assist with the periodic appraisal of the staff under his/her direct responsibility and pass on the appraisals and recommendations to the Coordinator or the Head of Delegation
  • Identify the human resources requirements and make suggestions to his/her direct superiors
  • Draw up roadmap according to the job descriptions of the employees

Other

  • Consistently and proactively monitor/assess the safety and security of field teams; promptly reporting concerns or incidents to Tdh management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for Tdh programs
  • Actively engage in all capacity building opportunities including formal trainings, on the job coaching and peer to peer sessions.
  • Provide briefings on child safeguarding and appropriate behavior with children. Ensure any concerns are reported and addressed immediately.
  • Submit timely technical monthly reports
  • Other duties as assigned by the supervisor to enable and develop Tdh programs
  • Conduct the child protection interviews in coordination with the HR Manager.

Organizational Policies

  • Respects the Tdh Child Safeguarding Policy (CSP) and its principles of child protection, ensuring the policy’s implementation and prompt notification of the CSP Focal Point with any information regarding potential breaches of the policy;
  • Is aware of, abides by and promotes the practices and values set out in all other Tdh policies and procedures such as the Internal Regulations, Standard Operating Procedures and other policies.
  • Undertake all other duties that may be requested by the line-manager and that are compatible with the job.

Position requirements:
• Masters degree in Social Work, Social Science, Humanitarian/ NGO management; Child protection related fields; International Development or Affairs, Finance, Business or related field; Advanced degree a plus.
• Minimum of 7-10 years work experience with INGOs or NGOs
• Proven experience in child protection
• Demonstrated experience in capacity development, mentoring and staff development.
• Strong understanding of humanitarian principles and child protection standards
• Demonstrated organizational, team management and reporting skills;
• Excellent communication and coordination skills.
• Proven ability to work well in and promote teamwork, thrive in a multi-cultural environment, be flexible and handle pressure
• Excellent written and spoken English and Arabic are required; French is a plus.
• Proven experience in child protection, Gender based violence and / or Justice for Children.
