Background
Domestic workers form a critical component of the Lebanese labour force, with a key role in
supporting households in a variety of care-related functions including looking after children and
nursing the elderly and the disabled. The majority of domestic workers in Lebanon are migrant
women, and according to the Ministry of Labour (MOL), 168,000 migrant domestic workers hold a
work permit, an additional 80,000 are estimated to be in an irregular (visa) situation. For a variety of
reasons, including being excluded from the full scope of the labour law, domestic workers are
vulnerable to breaches of their rights and have limited recourse to justice.
The need to advocate for better protection of domestic workers through means which amplifies
their voices led to the creation of the Founding Committee of Domestic Workers, also known as the
Domestic Workers Union (DWU) in January 2015, an initiative under the FENASOL union. Despite not
receiving recognition from the government, the DWU is working with the support of organizations
such as the ILO to enhance credibility and increase outreach in a way that reflects the empowered
voice of domestic workers in general, and of migrant domestic workers among them specifically.
In March 2017, the Executive Committee of the DWU approved an Action Plan to strengthen the
DWU, with a number of activities proposed to increase its membership by providing services and
activities. One of the ways in which the DWU can attract new members is to offer courses for its
members.
This activity falls within the ILO’s Regional Fair Migration Project in the Middle East (FAIRWAY project)
which aims to (1) to promote labour migration-related policy change for fair migration that is informed
by evidence-based policy advice; (2) to support improved implementation of laws and policies by
strengthening institutional mechanisms and operational modalities in target countries; and (3) to build
a more conducive environment for decent work of male and female migrant workers by addressing
discriminatory attitudes and actions towards migrant workers. The project operates at the regional
level and offers country-specific assistance and support (in Bahrain, Jordan, Kuwait and Lebanon), with
a particular focus on the sectors in which low-skilled migrant workers predominate – construction and
domestic work.
Objectives and deliverables:
The consultant is required to develop and deliver a 10 hour IT/computer training course (comprising
5 X 2 hour classes). The course will be delivered twice over a period of 10 weeks (total of 20 hours
teaching). The program will be delivered by the consultant on consecutive weeks (Saturday/Sunday
afternoons) between April and September 2018 at the FENASOL office in Beirut. The participants in
each class will comprise approximately 10-20 students.
Specifically, the consultant will be responsible for the following deliverables:
1. Developing a 10 hour IT course for beginners (5 X 2 hour classes) covering: basic typing skills,
Microsoft Office (particularly Word, Excel and PowerPoint), email, social media platforms
2. Delivering the training program twice over 10 consecutive weeks (20 hours of teaching) on
Saturday and/or Sunday between April and September 2018
3. Produce certificates for participants
Payment:
Proposals are invited. Please generate the estimate based on the following components of work:
· Developing the curriculum
· Delivering 20 hours of training (over 10 weeks) and the submission of a final report
Payment will be made in two instalments:
· First payment will be made upon delivery of training curriculum and the first 10 hour training
course (5 weeks after commencement)
· Second payment will be made upon delivery of the second 10 hour training course (10 weeks
after commencement) and submission of a report summarizing the outcomes of the training
programs.
Qualifications:
The consultant should have the following attributes:
· Excellent oral skills in Arabic and English; skills in French also preferred
· Relevant experience in teaching adult language classes
· Strong familiarity with Microsoft Office programs
· Ability to commit to weekly classes on weekends for the duration of April-September 2018
· Engaging and participatory teaching style
· Ability to work in a multicultural environment and to demonstrate gender-sensitive and nondiscriminatory
behaviour and attitudes
