Background:
Domestic workers form a critical component of the Lebanese labour force, with a key role in
supporting households in a variety of care-related functions including looking after children and
nursing the elderly and the disabled. The majority of domestic workers in Lebanon are migrant
women, and according to the Ministry of Labour (MOL), 168,000 migrant domestic workers hold a
work permit, an additional 80,000 are estimated to be in an irregular (visa) situation. For a variety of
reasons, including being excluded from the full scope of the labour law, domestic workers are
vulnerable to breaches of their rights and have limited recourse to justice.
The need to advocate for better protection of domestic workers through means which amplifies
their voices led to the creation of the Founding Committee of Domestic Workers, also known as the
Domestic Workers Union (DWU) in January 2015, an initiative under the FENASOL union. Despite not
receiving recognition from the government, the DWU is working with the support of organizations
such as the ILO to enhance credibility and increase outreach in a way that reflects the empowered
voice of domestic workers in general, and of migrant domestic workers among them specifically.
In March 2017, the Executive Committee of the DWU approved an Action Plan to strengthen the
DWU, with a number of activities proposed to increase its membership by providing services and
activities. One of the ways in which the DWU can attract new members is to offer courses for its
members.
This activity falls within the ILO’s Regional Fair Migration Project in the Middle East (FAIRWAY project)
which aims to (1) to promote labour migration-related policy change for fair migration that is informed
by evidence-based policy advice; (2) to support improved implementation of laws and policies by
strengthening institutional mechanisms and operational modalities in target countries; and (3) to build
a more conducive environment for decent work of male and female migrant workers by addressing
discriminatory attitudes and actions towards migrant workers. The project operates at the regional
level and offers country-specific assistance and support (in Bahrain, Jordan, Kuwait and Lebanon), with
a particular focus on the sectors in which low-skilled migrant workers predominate – construction and
domestic work.
Objectives and deliverables:
A consultant is required to develop and deliver training programs for Level 1 and Level 2 English
language (2 programs). The programs will be delivered by the consultant on consecutive weeks
(Saturday/Sunday afternoons) between April and September 2018 at the FENASOL office in Beirut.
The participants in each class will comprise approximately 20-30 students.
Specifically, the consultant will be responsible for the following deliverables:
1. Developing a 40 hour training programs for both beginner (Level 1) and intermediate (Level
2) students, including:
o Lesson plans for 20 x 2 hour lessons for each level
o Placement test for Level 2 students
o Identifying a suitable textbook which can either be reproduced for free, or can be
purchased for a small fee (in Beirut) for each level;
o Mid and end-term assessment tests for each level; and
o Producing certificates for participants
2. Delivering the training program over 20 consecutive weeks on Saturday and/or Sunday
between April and September 2018. Each training day will be approximately 4 hours (1 hour
45 minutes for each class (Levels 1 and 2) – with a 30 min break between the classes).
Payment:
Proposals are invited. Please generate the estimate based on the following components of work:
· Developing curriculum and training programs: 15 working days
· Delivering 80 hours of training (4 hours over 20 weeks, once per week), equivalent to
approximately 12 working days
Payment will be made in two instalments:
· First payment will be made upon delivery of the lesson plans for 20 x 2 hour lessons for each
level, including information on the content to be covered, and textbook to be used
· Second payment will be made upon successful delivery of 80 hours of teaching and submission
of a report summarizing the outcomes of the assessment tests for each level.
Qualifications:
The consultant should have the following attributes:
· Excellent writing, reading and oral skills in Arabic and English; skills in French also preferred
· Relevant experience in teaching adult language classes
· Ability to commit to weekly classes on weekends for the duration of April-September 2018
· Engaging and participatory teaching style
· Ability to work in a multicultural environment and to demonstrate gender-sensitive and nondiscriminatory
behaviour and attitudes
