Organization of capacity development trainings for women and men in municipalities

The National Commission for Lebanese Women (NCLW) with the partnership of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) is currently implementing a pilot project “Promoting women participation for local development”, which includes the cooperation with four selected municipalities where women are represented, with the aim to support the elected women to fulfill their mission. The project aims, among others, at developing the capacities of elected women to better be able to participate in decision-making, especially in technical fields of work, which are traditionally covered by men (service delivery, infrastructure, budgeting...). The project also includes men, to strengthen cooperation and to create a gender-sensitive environment.

For the implementation of this capacity development component, a needs assessment was conducted in 4 partner municipalities. This needs assessment provides the main topics of the trainings to be developed by this consultancy, as well as a suggested curricula and duration of each training (see below for details about the expected topics).

This call for proposal is to invite technical and financial proposals from Lebanon based organizations to conduct capacity development trainings for women and men in municipalities.

Work scope

NCLW invites interested training consultancy companies with minimum of 3-5 years training experience. Training company will be conducting trainings in line with the topics listed in technical proposal. Interested companies are expected to provide full training plan and outline of sessions as part of their technical proposal.

Duration: 26 days

  • Component 1: 2 days (trainer(s) + Venue + 1 night accommodation + food)
  • Component 2: 5 days training + 1 day coaching (or 2 half days) in 4 regions (total of 24 days), (trainer(s) + refreshments)

Starting and ending dates:           May – August 2018

 

Capacity Development program

Component 1: Weekend or 2 consecutive days residential only for women:

Target Group: 60 Women from the 4 areas

Topics:

  • Leadership and Change Management
  • Building partnerships and networking, including relationship management tools and techniques
  • Dealing with stereotypes and overcoming gender barriers
  • Designing a strategic action plan
  • An outing/outdoor team building activity (afternoon of day 1)

Component 2: 5 training days and 1 coaching day (or 2 coaching half days) per municipality

Target Group 1: Men and Women from each municipality and surroundings. Group size: 18 to 22

Day 1 Topics:

  • Introduction to gender core concepts including masculinities
  • Implications of gender roles on political/public roles and impact on women participation in all aspects of life
  • Municipal roles and responsibilities (resources and supporting information)
  • Gender Mainstreaming in municipal work
  • At the end of the day an anonymous data collection would be done to collect information about the participants’ priority learning needs as to municipal committees works and laws.

Day 2 Topics:

  • Current Municipal structure and main challenges faced
  • Municipal laws and regulations
  • Municipal committees in local administration and its management
  • Participatory decision making and community engagement in municipal decision making

Day 3 Topics:

  • Gender and Technical work at municipalities
  • Building consensus and conflict management
  • Ethical politics, inclusiveness and accountability
  • Mainstreaming gender in municipal committees (as per the priorities determined from day 1 data collection)

Target Group 2: Women from each municipality and surroundings. Group size: 15 to 18

Day 4 Topics:

  • Valuing one self-achievements, successes and challenges and identifying personal resources and capacities
  • Personal communication and negotiation
  • Public speaking and oral presentations
  • Outreach and awareness raising campaign

Day 5 and Coaching days’ topics (1 coaching day or 2 coaching half days per region):

  • Project Cycle Management: Needs assessment – project design – proposal – budget – timeline – action plan – implementation – follow up – M&E and project finances tailored for a $5,000 budget

General notes:

  • Building alliances to be included as a cross cutting issue, rather than “Us vs Them”
  • Consultant(s) are expected to design the training modules including training material provided by GIZ
  • Consultant(s) will be asked to discuss the assessment forms to be used during the trainings, with NCLW and GIZ LEAD in order to take into consideration the project indicators

Selection Criteria

  • A group of consultants or training organization / company.
  • Training venues will be based in four different regions and NCLW will support in providing the training venues for the training and coaching in the regions (Component 2). Training company will need to provide the accommodation and venue for Component 1.
  • Training company must have experienced trainers for topics mentioned in technical proposal. CVs of the trainers must be submitted as part of proposal.
  • Training company must have a proven work experience of 3-5 years. Minimum two references are required.
  • Training company should be able to provide space for breaks, group activities, presentations and an interactive learning methodology.
  • Detailed training agenda/session plan must be attached with the submission. Training language should be Arabic.

  • Company profile, registration certificate, bank details and last three to five years’ work experience
  • Contact details of last two clients for reference
  • Technical and Financial proposal (Annex -1)
  • CVs/s of the trainers
