GVC – Emergency Response Officer (Engineer)

GVC is an Italian NGO founded in 1971 and is currently working in 22 countries worldwide. GVC presence in Lebanon dates back to the start of the Syrian Crisis and since then GVC has been implementing emergency and development projects in Bekaa financed by International Donors mainly in Emergency Response.

GVC is actually recruiting personnel to cover the position of Emergency Response Officer (Engineer) to support activities in Bekaa

Position Title:                   Emergency Response Officer

Reporting to:                        WASH and Shelter Specialist

Duty station:                        Al Ain with daily travel to project areas

Salary grade:                         G5/L2

 

OBJECTIVES:

The activities of GVC in the north of the Bekaa are mainly focused on Emergency Response (WASH and Shelter) and implementation of the Community Protection Approach (CPA). The CPA is a methodology which comprises a context-specific process of multi-sectorial assessment and right-based analysis to determine immediate patterns of risks and analyze the degree of the population’s resilience against such risks.

In this context GVC is recruiting an engineer to support the assessment phase, the identification/design of activities and to follow up on the implementation of WASH/Shelter intervention.

 

The WASH and Shelter Engineer will be responsible for assisting the organization and specifically the WASH and Shelter Specialist and the field staff on all technical issues concerning all WASH and shelter related activities.

 

MAIN DUTIES AND RESPONSIBILITIES

  • Contribute to plan, organize and implement technical activities in the field
  • Coordinate with the line manager and with the technical team for daily implementation of the activities
  • Supervise on scheduled basis the implementation of technical activities in the field through daily field visits
  • Keep record of all technical activities done in the field, and ensure quality analysis of the same
  • Prepare activities report on a regular basis as required
  • Maintain good working relations with beneficiaries and authorities
  • Cooperate and coordinate with other GVC personnel
  • Support in communities’ mobilization for GVC activities
  • Coordinate emergency response assessments, mainly focused on WASH and Shelter
  • Facilitate community level discussions and assist communities in technical and hygiene issues
  • Contribute to plan, organize and implement distributions of non-food items
  • Organize, manage and supervise the technical teams in the field
  • Supervise and coordinate contractors and ensure quality work
  • Guarantee smooth implementation of technical activities between the Contractors and the Communities;
  • Contribute to identify new project in the WASH and Shelter sector and prepare technical documentation for project proposals (if needed)
  • Report and discuss with the line manager and with the technical team any technical issues which may have a direct impact on the general implementation of the project and the organisation’s activities in the area;
  • Any other task not here listed and necessary to the projects and activities

 

QUALIFICATIONS

  • Bachelor Degree in civil/hydraulics/environment engineering or similar subject.
  • At least 2 years of previous experience as engineer
  • Good knowledge of GIS (QGIS, ArcGIS) and CAD (AutoCad) software
  • High level of proficiency in the use of MS Excel and MS Word
  • Previous work in NGOs will be an asset
  • Driving licence

  • Arabic and Fluency in written and spoken English
  • Good communication skills (with local authorities and communities)
  • Understanding of and commitment to humanitarian principles and values
  • Highly organised and able to work respecting deadlines
  • Ability to work in team
  • Being flexible and with the ability to adjust to changes and new requirements
  • Good organisational and co-ordination skills being able to successfully manage time, plans, projects and other related tasks
  • Able to prioritise work effectively for execution with limited resources
  • Be exceptionally detail oriented and technically minded
  • Deep knowledge of Bekaa environment would be considered an asset

 

 

EMPLOYEMENT CONDITIONS

  • Contract duration: 6 months full-time with possibility to renew depending on funding with 3 months’ probation period;
  • Required Starting Date: ASAP
  • Duty Station: Based in Al Ain (GVC office) with daily field activities in target areas in Bekaa, including Masharia Al-Qaa.
