CONTEXT
IECD (Institut Européen de Coopération et de Développement) is a French non-governmental organization founded in 1988 and operating in the field of social and economic development in partnership with local institutions. IECD’s main sectors of action are vocational training and professional integration, assistance to micro and small enterprises and access to education and health for the most vulnerable. In Lebanon, IECD has been operating in the country since 1994 and opened a regional office in Beirut in 2007.
Semeurs d’Avenir (SDA) is a Lebanese association, created in 2010. It is the operational partner of IECD in vocational and professional integration.
Since 2013, SDA and IECD are present in Tripoli. They work on social integration of vulnerable youth through short vocational trainings. IECD and SDA also do follow-up of beneficiaries for at least a year after the training and work on placement for better social integration.
Thanks to the success of this project in the north, IECD and SDA have had financing to continue the project during the next 3 years in the North, and to launch it in Beirut and Mount Lebanon, the South and the Bekaa. Thus Semeurs d’Avenir is recruiting a project manager that will take over from the current project manager and continue the development of the project in the Bekaa region.
MISSION
Under the responsibility of the director of Semeurs d’Avenir and operations director for IECD in Lebanon, the project manager is responsible of:
1/ Recruitment and team management
- Recruit new team members if needed;
- Manage a team:
- Distribute tasks according to team member’s job description;
- Monitor the progress of each team member;
- Evaluate the performance of each team member, in accordance with HR procedures;
- Develop an action plan for each team member to follow.
2/ Implementation of short trainings
- Provide the equipment needed for each training;
- Plan trainers' trainings;
- Plan the schedule of the training and its implementation:
- Participate in the recruitment of beneficiaries;
- Provide logistics;
- Follow-up on the quality and progress of the training
- Design and implement action plans;
- Manage the project operationally on a daily basis:
- Organize implementation and sets priorities;
- Monitor and follow-up on results;
- Manage administrative and logistical issues (e.g. purchase of equipment, suppliers, maintenance…)
- Ensure timely follow-up on key indicators based on the logical framework;
- Monitor the quality of project execution and its impact on beneficiaries;
- Suggest ways to improve the program.
3/ Implementation of follow-up and placement activities
- Ensure the implementation of beneficiaries’ follow-up;
- Develop a strategic plan for the placement activities.
4/ Reporting
- Prepare and share narrative reports (monthly report, etc.) and financial reports internally;
- Prepare, validate and share external narrative and financial reports with financial partners;
- Manage the project’s budget and expenditure commitments in a responsible way, and adapt to available funding;
- Participate in the preparation of audits, in collaboration with the financial team.
5/ Management of the local partners and the project ecosystem
- Identify, build and develop links with suitable project partners, with the help of the country representative;
- Identify, build and develop relationships with other appropriate stakeholders;
- Act as a representative of the IECD with local stakeholders, including public authorities;
- Develop internal and external communication for the project; promote the visibility of the project (Facebook page, local media, events, etc.);
- Identify opportunities for the other IECD projects in the country.
PROFILE
Education: Higher education (bachelor or master’s degree)
Experience: 7 to 10 years, whether in the private, public or in a civil society organization
- Previous experience in the education sector is a plus.
- Working experience in similar projects on the ground in Lebanon.
Skills:
- Arab language is compulsory;
- Experience in project and team management;
- Good financial management and administrative capacity;
- Good editing skills in French or English (preferably French);
- Good command of Microsoft Office, with Excel as a priority;
- Understanding and / or appeal for education and vocational training issues;
- Strong organizational skills with great adaptability and flexibility;
- Team management based on delegation and teamwork, ability to help teammates grow;
Qualities:
- Ability to manage relationships with very different populations, especially the most vulnerable;
- Good interpersonal communication, good representation of public and private partners.
- Strong interest and motivation for international solidarity and development;
- Hardworking: this position involves important responsibilities and requires strong engagement; pragmatic problem solving; and tenacity;

CONDITIONS

Location: Based in Al Marj with multiple field visits in the Bekaa
Starting date: June 2018, for 1 year renewable
