Who are we
Concern Worldwide is a non-governmental international humanitarian organisation, and was founded in 1968. Concern Worldwide currently operates in a number of countries across the globe, with its Head Office in Dublin. We work with the poor and vulnerable in the world’s poorest countries to help them bring about long-lasting change in their lives and realise their fundamental human rights; to food, to health, to education, and ultimately to a life of dignity. Together with local and international partners, and with the beneficiaries themselves, we respond to emergencies and undertake long term development work. We work across the world to promote a better understanding of extreme poverty, and we campaign for local and global action that will help reduce this.
Job Purpose:
To support livelihoods program teams and partners to ensure high quality programming and learning by supporting high-quality quantitative and qualitative monitoring & evaluation of projects and programmes and accountability to beneficiaries of Concern’s programmes.
Main duties & Responsibilities:
Project Development and Implementation
- Leads and supports research and analysis of livelihoods-based interventions and help team carry out livelihoods related assessments, value chain assessment and market based assessment as required.
- Ensures that all programme activities are appropriate and are based on evidence and needs and in line with Concern’s country strategy
- Leads in the development and implementation of monitoring, evaluation, learning and documentation system related to livelihoods that integrates into and complements existing programmes.
- Provide ongoing technical assistance to the programme staff and foster opportunities for staff to learn fron each other and from other programmes.
- Support technical teams to work collaboratively to achieve targets of the program set for 2018.
- In conjunction with the finance, systems and programme teams, contribute towards strict compliance As part of the Concern Lebanon team support the design and delivery of livelihoods-related humanitarian interventions on 3 on-going projects.
- Under the guidance of the Program Manager , work with the existing WASH, education, shelter and protection teams to analyse ‘entry points’ and integrate livelihoods programme activities in existing programmes where possible
- Support the Programme Manager to seek out in-country and international funding opportunities for potential livelihoods activities and programmes, and secure funding through the development of high quality evidence based inputs for project/programme proposals.
Information Management
- Design data collection tools including use of Digital Data Gathering tools.
- Improve the storage and dissemination of information within the programme.
- Contribute with high quality data and analysis to donor reports on project deliverables
Learning
- Ensure that all assessment/evaluation reports meet Concern and donor criteria, and promote the integration of recommendations and lessons learnt in project planning and future programming.
- Support implementation of programme assessment, surveys and evaluations.
- Ensure learning reviews are conducted and documented for all projects.
Supporting Programme Development and Implementation
- Provide technical advice and take part in conducting research for new proposals and support surveys for on-going interventions.
- Research/develop appropriate market analysis tools and capacity and ensure that information is shared, analysed and acted on in a timely manner.
- Participate in and actively contribute to programme coordination meetings and planning sessions.
- Support the preparation of project concept notes, proposals, logical frameworks and donor reports.
Team Management
- Lead and manage assigned specialists, officers and associates contributing to their capacity building and career development.
- Coach all team members to ensure they fully understand outcomes which are expected of them, through Concern’s Performance Development Reviews system (PDRs).
- Capacity building of national partners through tailored training materials and delivery of trainings.
Accountability
- Adhere to and promote Concern’s Programme Participants Protection Policy, Anti-Fraud Policy and CHS (Common humanitarian standards),
- Support the effective management of the Complaint Response Mechanism (CRM) to ensure maximum protection of programme participants and the efficient and transparent use of Concern’s resources.
- Ensure appropriate accountability mechanisms are put in place and functional, ensure targeting errors are duly corrected.
- Support programming and field staff to ensure that projects are designed and carried out with participation from all targeted communities and that information is shared with communities.
Other
- Support and when necessary support emergency response programming for Concern as and when requested.
- Other duties as requested by the Country Director and/or Programme Director.
PERSON SPECIFICATIONS
- Master’s level degree in Business Management, Project Management, Community Development and or relative field. Strong work experience in managing agriculture, construction and dairy projects in livelihoods sector will be preferred.
- Minimum 3 years previous experience of senior management role at national level in humanitarian and development programmes.
- Previous experience in results-based management, quantitative and qualitative tools and methodologies for project monitoring and pro-poor project development and strong understanding of livelihoods principles and processes,
- Strong understanding of “market based” nature of evidence which will influence key decision of the program.
- Ability to work effectively with and contribute to multidisciplinary teams and provide team leadership as required
- Demonstrable understanding and knowledge of inequality, rights related to development and emergency contexts, gender inequality, analysis and prevention and response to Gender Based Violence.
- Computer literate with Microsoft Office, Outlook, Excel and Word.
- Knowledge of Core Humanitarian Standards, Sphere Standards
- Strong interest in the application of Information and Communication Technology in Emergencies
- Dynamic and willing to take initiatives to complete assigned task, and work independently.
- Delegation, time management and prioritizing skills and coping with broad range of demands
- High level of critical thinking and proven high quality analytical skills and problem solving abilities.
