Background
The “Lebanese Democratic Women’s Gathering” (RDFL) is a secular non-governmental women’s organization that was established in 1976. The Gathering woks with democratic forces to achieve full equality between both sexes.
The Gathering’s scope of work falls within the framework of the international pacts and treaties, as well as the Universal Declaration of Human Rights and the Universal Declaration on the Elimination of Violence Against Women.
The main objectives of the Gathering are:
- Equality between women and men
- Lifting all reservations on the International Convention on the Elimination of All Forms of Discrimination against Women
- Implementing all clauses of the International Convention to ensure gender equality in family codes, citizenship code, penal code, labor and social security codes
- Involving women in decision-making within the family, at work and in politics
- Protecting and promoting the culture of women’s rights as part of the human rights
- Eliminating violence against women
- Networking and coordinating with women and civil society forces to enhance democracy and equality
RDFL is currently implementing a three-year project titled “Combating Violence Against Women and Girls” within its strategic priority “Combatting all forms of violence and discrimination against women, both in the private and public spheres”. The project has three main pillars:
- Raising awareness among people on gender-based violence and discrimination against women
- Empowering women as right holders to protect themselves and demand their rights
- Advocating and mobilizing the communities to pressure policy makers to endorse a law that ends child marriage in Lebanon. RDFL has submitted a law proposal that sets the legal age of marriage at 18 years. RDFL is currently lobbying at the parliament and within the Justice and Administration Committee for the endorsement of the law.
The activities of the project are implemented in 4 regions of Lebanon: Beirut, Mount Lebanon, North Lebanon and the Bekaa.
The duration of the project is from 2018 to2020

Position Summary
The M&E Officer in “Combating Violence Against Women and Girls” project will be responsible to lead overall monitoring and evaluation related task in the project through designing and implementing monitoring system for collecting/tracking regular progress updates based on project indicators and log frame including data collection, analysis and reporting.
He/she will monitor the completion of the project activities; analyze collected data of the indicators in the project. He/she will also assist head of programs in developing reports to be presented to project donors.
Scope of Work
- Design and implement the project’s M & E System, based on the project document, log frame and indicators. This will include following:
- Identify sources of data, collection tools/templates, who collects data, and frequency of data collection
- Maintain a database and appropriate documentation of M&E data collected throughout the lifetime of the project
- Prepare detailed calendar of M&E activities
- Oversee and execute M&E activities this will include following:
- Coordinate and supervise data collection from the field
- Track project's output and outcome level results on periodic basis in close coordination with project's implementing team
- Perform necessary analysis of data gathered to accurately demonstrate project progress and impact and identify lessons learned
- Prepare consolidated monitoring and progress reports for project management including identification of problems, causes of potential problems in project implementation, and providing specific recommendations
- Provide technical support to project staff on implementing M&E plan and logical framework.
- Monitor the follow up of evaluation recommendations
- Contribute to reporting to project donors
- Facilitate, and join if required any external supervision and evaluation missions
Qualifications and Key Competencies
- A university degree in a related field. A postgraduate degree is an advantage
- Minimum of three (3) years proved experience in development or humanitarian project monitoring and evaluation
- Experience in developing and implementing project monitoring and evaluation systems
- Skills in data management and use of Excel, Access and other data-management software
- Experience in reporting on performance, results and impact
- High-level of computer literacy
- Excellent spoken and written English and Arabic
- Willingness to undertake regular field visits and interact with different stakeholders, especially project beneficiaries
