1- GENERAL PRESENTATION:

 

Asmae is a French international solidarity NGO specialized in child development. It is independent, non-religious, non-political, and open to everyone. Created in 1980 by Sister Emmanuelle following her experience with scavengers in Egypt’s slums, Asmae keeps on respecting its founder’s values and methods: listening and proximity, pragmatism, respect of the differences, professionalism and reciprocity. Asmae’s action aims at supporting vulnerable children and their families through providing tailor-made and long lasting support to local stakeholders working on education and child protection. Its vision, “A fair world which guarantees that children can live and grow with dignity within their environment, to become free women and men who contribute to society”, is broken down into four missions:

 

o Stimulate child development through a global approach. To do this, Asmae also works on family support by taking their environment into account:

o Build the capacity of local stakeholders involved in child development, boost cooperation amongst them and maximize their social impact;

o Stand up for children by raising awareness and advocating;

o Experiment, disseminate and share practices.

                                                                                                                   

Nowadays, Asmae supports education and child protection projects through 53 local organizations in Burkina Faso, Egypt, France, India, Lebanon, Madagascar, Mali and the Philippines. Furthermore, in France, Asmae directly manages a mother and childcare center.

 

2- BACKGROUND ON ASMAE IN LEBANON:

 

Asmae has been operating in Lebanon since 1986 (local coordination office opened in 2005) and is currently working in partnership with six local organizations in areas related to education and child protection, i.e. Prevention of school drop-out and underperformance, Prevention and care of children at risk, and Adolescence support. Activities are mostly located in and around Beirut, with some in other parts of Lebanon as well.

Asmae’s team in Lebanon is composed of four members working from our office in Beirut: a Country Representative, a Project & Partnership Manager, an Administrative and Finance Officer and a Child Protection Advisor. The Education Technical Advisor and a Project Officer will be recruited specifically in view of the launch of a new project (see below).

 

I. RESPONSIBILITIES AND JOB DESCRIPTION:

 

Asmae is planning the launch of a 3-year project with two partners in the fields of educational and psychosocial support for children and their families (Syrian and Palestinian refugees, Lebanese host community) in Shatila and Wedi el Zeini. The project is due to be launched in July-August 2018, for a period of 3 years. The Advisor’s main task will be to build partners capacities as part of this project. He/she will also support the overall country programme in his/her domains of expertise.

 

According to Asmae’s values and response mode and under supervision of the Project & Partnership Manager, the Advisor’s main tasks will be to:

 

Related to the newly launched project (60%):

 

Strengthen partners’ capacities:

·         Assess the partners’ knowledge and capacities on education-related topics during an immersion period and continuously throughout his/her mission;

·         Propose and regularly update a training plan;

·         Provide training on education related topics to partners’ staff;

·         Provide technical supervision to the field staff (partners’ staff) in terms of coaching, sharing resources and material, revision of reports, analysing lessons, etc;

·         Ensure regular visits to partners’ organizations to ensure adherence to minimum standards in education and provide technical input and support;

·         Ensure the development and facilitation of networking with Asmae’s partners and other organizations working in the field of education;

·         Collaborate with partners and other experts towards disability/inclusion mainstreaming into Asmae’s and partners’ interventions in the field of education;

·         Develop and/or adapt to local environments pedagogical guidelines and other tools adapted to children’s needs, including children with disabilities and/or learning difficulties. 

 

Project management:

·         Participate to the project’s baseline and define education-related indicators;

·         Collect and analyse data as part of the project’s monitoring and evaluation;

·         Contribute to budget planning and to both financial and narrative reporting to the project’s donors.

 

Other tasks (40%):

 

·         Contribute to other planned studies on topics related to youth support and inclusion of children with disabilities;

·         Elaborate documents, including technical notes, PPIE (production and shared materials resulting from experience), etc;

·         Participate in external coordination meetings related to education;

·         Participate in team meetings;

·         Any administrative and/or logistic tasks entrusted by supervisor (e.g. organization of meetings or workshops).

 

II. WORK RELATIONS

 

Under supervision of: Project & Partnership Manager

 

Supervision responsibilities: None

 

The Advisor will collaborate closely with other Asmae’s team members in Lebanon, especially the Project Officer and the Child Protection Technical Advisor, the Technical Advisor at the Head Office and/or in other countries of intervention.

 

External relationship: Partners’ Project Coordinators and teaching staffs, other NGOs, Ministry of Education and Higher Education, other relevant authorities, etc.

 

III. PROFILE

 

Education and experience:

 

·         Master’s degree in social sciences or/and education science or in related field

·         At least 5 years of teaching and/or training experience

·         Work experience with teaching staff

·         Experience in capacity-building and training of trainers

·         Significant NGO experience

 

Knowledge and professional skills:

 

·         Very good knowledge of the education and childhood sectors in Lebanon, including access to education for Syrian and Palestinian refugees.

·         Excellent working knowledge and practice of main educational and pedagogical approaches

·         Observation, analysis and synthesis capacities

·         Very good editorial capacities in Arabic and English. French is a plus.

·         IT (Word, Excel …)

IV. PRACTICAL INFORMATION

 

Place of work: Beirut (Ain El Remmaneh), Lebanon, regular field visits to Shatila and Wedi el Zeini, and possibly to various neighbourhoods in Beirut/Greater Beirut, Zahle, Hermel, etc.

 

Status: Employee (Lebanese contract)

 

Contract duration: 18 months (renewable)

 

Working hours: Full time job (40 hours a week)

 

Salary: 2500 to 2800 USD according to experience

 

Starting date: June-July 2018
