Grants Acquisition and Management-Programme Officer

MAJOR RESPONSIBILITIES:

50% - Grant Acquisition – including:

  1. Support the grants acquisition work of World Vision Lebanon towards achieving the annual income target of the office
  2. Ensure regular update of donor mapping, donor engagement, and other tools to support resource acquisition at World Vision Lebanon.
  3. Create, identify and analyze/respond to opportunities to acquire public and private grant funding for World Vision Lebanon providing succinct guidance on eligibility, requirements, timelines and competitiveness.
  4. Support timely and accurate reporting on pipeline opportunities to support national, regional and global reporting and income forecasts.
  5. Co-lead engagement with an allocation of donors and stakeholders (locally & internationally) and World Vision Support Offices to support the acquisition of grants, including acquisition of match funding.
  6. Lead the full proposal design and development in coordination with internal departments and external stakeholders (donors, sector leads, partners) - following best practice and World Vision processes and in coordination with Support Offices when needed.
  7. Support the development and regular update of sectoral and regional capacity statements, project profiles and other programme material that support promotion of World Vision Lebanon’s work.
  8. Provide input to programme/area plans on programmatic and operational gaps in alignment with context updates and donor strategies – in coordination with the technical, EE and field units,

45% Grant Management:

  1. Support the management of individual grants within the World Vision Lebanon grants portfolio – including private and public funding sources.
  2.  Ensure the timely and high quality development of key project documents (such as contracts and MoUs, Detailed Implementation Plans (DIP), cash flow budgets and other tools such as process maps/flows) by field units in order to support the management of World Vision Lebanon grants.
  3. Ensure all grant related information is on Horizon and is kept up to date.
  4. Ensure high quality, timely and relevant reports and other requested material are submitted to donors and Support Offices, as per contractual obligation.
  5. Ensure field team and support functions have the knowledge needed in order to be fully compliant with donor requirements as per contractual aspects of the grant through proper close-out/start-up of projects.
  6. Providing support and ad-hoc advice to the technical unit and the field operations unit to resolve issues related to the implementation and management of grants, including on aspects related to:  donors’ guidelines and requirements;  timely and efficient implementation of activities to reach set objectives and targets; effective coordination with stakeholders (including implementing partners and other stakeholders) and ensuring action plans and recommendations are followed by the project field team
  7. Leading the development of grants amendments requests, in consultation with donors and/or Support Offices and in coordination with the field operations unit.
  8. Lead donor and SO engagement relating to grants management.

 

5% Support capacity building

  1. Build the capacity of staff to improve their acquisition and the management practices in order to contribute towards positive grant funded project outcomes.
  2. Identify capacity gaps in the field and provide support to address them.
  3. Conduct regular on the job support through meetings, follow ups and coaching.

 

 

KNOWLEDGE, SKILLS AND ABILITIES

  • University (Bachelor essential, master’s preferred) relevant to the field of international relations, political science, disaster management, international development humanitarian law, international/political studies, sociology, public health, population studies and others.
  • Two years working experience in relevant field (report writing, academic research, or  working for non-for-profit organisations and the public sector (or relevant job in the private sector such as risk analyst, compliance officer)
  • Excellent organizational, analytical, oral and written communication skills in English
  • Excellent and proven interpersonal and communication skills, particularly with donors and stakeholders.
  • Demonstrated leadership skills in working collaboratively with other partners, donors, stakeholders, host country institutions and international organisations in support of a grant acquisition and/or grant management of projects and/or partnerships.
  • Proven ability to develop and communicate a common vision among diverse partners.
  • Ability to lead grant acquisition with diverse stakeholders (internal departments, external stakeholders such as partners, donors, government bodies).
  • Ability to work effectively under pressure and handle multiple tasks
  • Strong organisation and time management skills
  • Ability to work effectively with teams and communities
  • Knowledge of and familiarity of the Syrian Crisis and its impact on Lebanon
  • Required willingness and ability to continue to function during a crisis situation, including during a World Vision response to a manmade or natural disaster
  • Fluency in English.
  • Computer literate with a high degree of proficiency and productivity
