"Generalist Field Officer"

Job purpose:
The Field Officer contributes to the identification, implementation and monitoring of several ICRC projects in different fields of activities within the structure, in coordination with the HoSD. Depending on the context, it can cover Field, Protection, Assistance, Cooperation, Communication or others activities, contributing to the representation of the ICRC at local level. 
Position within the hierarchy:

This function reports to: Head of Sub delegation

Responsibilities:
•    Contributes to implementation, or at times directly implements, and follow-up of various field activities in his area of responsibility (North Lebanon: Akkar and Tripoli Governorate);
•    Monitors the humanitarian environment and needs, and the analysis of the security, socio-economic, cultural and political environment relevant to the ICRC, sharing relevant information with colleagues and reports any change in the situation to the Head of Sub Delegation;
•    Facilitates and contributes to the work of delegates or other specialists, either internally or externally (internal or external meetings with authorities at local level with the Lebanese red cross, briefings on ICRC field activities, lead assessment with multidisciplinary team);
•    Contributes to the development of the structure's network for the Head Of Sub Delegation and delegates or of own network of contacts with local stakeholders
•    Refers vulnerable cases of refugees/returnees to ICRC assistance departments and/or other actors as relevant;
•    Debrief the visitors, following the Protection debriefing paper and send/refer it to Protection Delegate et/or FO; 
•    Supports the Head Of Sub Delegation in defining and updating the operational communication strategy (based on priorities) for the ICRC in Tripoli (TRP), in coordination with Communication Coordinator.
•    Contribute in the reporting/ writing report, strategic paper for the Sub delegation. 
•    Plans and manages operational communication for the sub-delegation ensuring coherent messages and following the strategy of the ICRC in Lebanon
•    Identifies the right tools, training and support needs to ensure timely operational communication is implemented by all key TRP staff with various stakeholders important for the institution’s positioning (perception and acceptance);


Qualifications and skills: 

•    University degree
•    In addition to the native language, excellent command of written and oral English, French is an asset
•    Ability to have a very good report writing skills 
•    Ability in organizing and managing the team. 
•    Good communication skills.
•    Computer literacy
•    Typically, 3-5 years confirmed relevant experience supporting projects and programs in similar fields. 
•    Interacts with a greater level of autonomy with a network of local interlocutors
