Livelihoods Assistant (National Contract)

About the job 

Under the supervision of the Senior Livelihood Officer, the Livelihood Assistant will be in charge of following up on the technical components and the implementation of the Food for Assets (FFA) projects  in the Bekaa related to the construction and rehabilitation of an irrigation canal and a retention wall. The Livelihood Assistant will support the Senior Livelihood Officer in providing technical inputs, monitoring the quality of work, and supervising the site supervisors in each of the project sites. Your main duties and responsibilities will be: 

• Support the Senior Livelihood Officer in the design of the FFA projects, preparation of tender documents, technical drawings, bill of quantities (BoQ) and work plan; and assist the Senior Livelihood Officer during municipality visits and maintain good relationships and coordination with local stakeholders and authorities; 

• Assist in conducting outreach to identify and assess affected population deemed eligible to participate in the program; 

• Plan the daily and weekly field activities in alignment with the overall project plan; supervise the work of  site supervisors and workers; and conduct daily site visits and monitor ongoing works related to the FFA projects to ensure that all the implemented works are in compliance with the designed BOQ and Technical Specifications; 

• Ensure that all the required manpower, machines and machine operators, tools and necessary materials are all available on site on daily basis; 

• Complete the daily attendance of participants and site/skilled workers as well as monitor their working hours; and ensure that all works have been taken and rules followed to ensure security on-site and safety measures for all the workers; 

• Work with operational staff and Senior Livelihood Officer to complete order requests and payment requests, as needed; 

• Ensure that the purchased supplies are tracked and used properly by the beneficiaries, workers and municipalities on field; 

• Contribute to the monthly reporting dues and lists of participants; and report immediately any delay, problem or other relevant information to the Senior Livelihood Officer; 

• Assist and coordinate with the M & E team on the monitoring and evaluation of project activities;  

• Support in the evaluation visits in order to ensure the completion of all activities in order to proceed with hand over process;

About you 

To be successful in this role we expect you to have Fresh University Graduate preferably with a degree related to Civil or Architectural Engineering. Moreover, we also expect the following:

Required  

• 1 year of minimum experience in the humanitarian setting, preferably in Livelihoods, or related sectors, which would include experience with site supervision and construction works execution in agricultural, irrigation and infrastructure projects  

• Good computer skills and knowledge of the MS office software including Word, Excel, Outlook, and preferably Autocad and Primavera. 

• Excellent communication and diplomacy skills to manage relationship in potentially tense situations. 

• Ability to take initiative to deal with difficulties encountered in daily work. 

• Able to manage stress and pressure. 

• Good written and oral English communication skills 

Desirable 

• Preference given to those with experience in civil engineering  or as site engineers with private companies in construction, infrastructure or agricultural fields. Skills in project planning and design, drafting, calculation, and bill of quantities preparation are highly desirable

We offer 

  • Contract length: 6 months until November 2018 (the advertised positions is pending upon donor funding approval) 
  • Level:  B1, Monthly Basic Salary USD 1250.  
  • Duty Station: Bekaa 
  • Start date: June 2018
