Reporting to the Project Manager, the Senior MSME Officer is responsible
for day-to-day MSME activities, including liaison with supported enterprises,
data collection, providing advice on financial matters, ensuring compliance
with ACTED and donor guidelines, securing necessary documentation from
enterprises, supporting recruitment of consultants and any other related tasks
as outlined by his/her line manager.
ABOUT ACTED
ACTED is an International Non-Governmental
Organization registered in France with global operations in Central and South
Asia, Europe, Middle-East and Africa. ACTED has been active in Lebanon since
2006 operating mainly in the North and Beirut and Mount Lebanon governorates of
Lebanon.
ACTED works closely with local
authorities and civil society stakeholders at the community level to implement
priority humanitarian interventions such as emergency multi-purpose cash assistance,
WASH projects (including disease monitoring and infrastructural and behavioural
response), and Shelter interventions incorporating multiple modalities. ACTED
is also implementing long-term development projects to rehabilitate
infrastructure, improve agricultural production, increase livelihood
opportunities and support state and non-state actors to improve service delivery
and social stability through collective development planning.
ACTED responds to emergency and
development needs through a community driven approach which focuses on
engagement and capacity building of local civil society and local authorities,
with the aim of promoting accountable governance and civic engagement.
Moreover, ACTED in Lebanon seeks to support private sector actors to become the
key drivers in Lebanon’s economic development with the goal of raising the
living standards of Lebanese and refugee households, and improving the coping
capacity of local communities.
PROJECT
BACKGROUND AND ASSIGNMENT
ACTED is carrying out a multi-year livelihood project entitled: ‘Building Resilient Communities in
Lebanon: An Integrated Approach to
Livelihoods and Income Generation for Vulnerable Populations’. Under the
outcome ‘Improving the Capacity of the Private Sector to Lead Growth and Job
Creation’, ACTED has identified scalable MSMEs, who have applied for grants to
grow their business and provide new employment opportunities.
The Senior MSME Officer’s role will be to support these MSMEs. The main
tasks and responsibilities will include:
- Support for Enterprises:
- With support from the Technical
Coordinator, develop and organize training workshops on relevant topics
such as business plan development and financial management for
enterprises. - Under the supervision of the Project
Manager, support external consultants, including day-to-day liaison with
consultants, managing logistics and monitoring consultant deliverables. - Under the supervision of the Technical
Coordinator, develop individualized support packages for enterprises
including trainings, grants, legal support etc. - Provide feedback to ACTED teams on the
various support packages provided to enterprises, including trainings,
grants, legal support etc.
- With support from the Technical
- Liaison with business stakeholders:
- Under the supervision of the Project
Manager and the Technical Coordinator, serve as the main focal point for
enterprises receiving support from ACTED. - Maintain regular communication with
enterprises and flag any issues/concerns with ACTED teams in a timely
manner. - Visit enterprises on a regular basis and
provide support as needed to the enterprises. - Draft regular reports on the status of
the enterprises and circulate to relevant ACTED staff.
- Under the supervision of the Project
- Provide compliance check on enterprises:
- With support from ACTED compliance
teams, ensure the support provided to enterprises is in compliance with
ACTED and donor guidelines. - Be responsible for obtaining relevant
documentation in line with the project grant agreement.
- With support from ACTED compliance
- Development of Technical Documents:
- Support the Technical Coordinator in
development of SOPs, guidance notes etc for various enterprise support
activities.
- Support the Technical Coordinator in
- Reporting
- Support Monotoring & Evaluation
teams in conducting assessments including through supporting data
collection from enterprises, conducting site visits and spot checks. - Support the grant management team and
Consortium Coordinator in drafting reports to donors, communication
materials, drafting of success stories etc.

Required skills and competencies:
Ø
Required degree in Finance,
Business Administration or related specializations.
Ø
3-5 years working in the
Banking/Financial sector, particularly in small business support, strongly
preferred.
Ø
Previous experience
providing Business Development Support to small businesses an advantage.
Ø
Fluency in English and
Arabic language require. French language skills an added value
Ø
Previous experience
conducting trainings and workshops strongly preferred.
