OBJECTIVE OF THE POSITION:

The Project Manager - MRE is fully responsible for the operational, financial and administrative management of the project he/she is appointed to. He/ she is in charge of Mines Risk Education (MRE) project aiming to reduce the threat posed by the mines, ERW and IEDs to the population living in the North-East part of the Bekaa district. The project Manager plays as well a key role for lesson learning in close relation with the Technical Unit. The project manager MRE based in Baalbeck, under the responsibility of the Operations Coordinator.

 

REPONSIBILITIES:

 

Responsibility 1: Manage the project including project’s M&E, financial, logistic and material resources.

Aim: Ensure the project runs according to HI and donor requirements and progress on a timely manner against the defined objectives.

Activities:

•              Develop, planning and integrated budget in close relation with the Finance department, the project team and partners. Analyze variations, anticipate evolution and propose budget adjustment. Update following participatory analysis with.

•              Manage logistics and material resources in compliance with internal regulations.

•              Set up baselines for measuring the project impact.

•              Develop data collection tools for documenting indicators and measure the progress made.

•              Follow up the number and characteristics of the project beneficiaries.

•              Coordinate the project implementation with support services (finances, logistics, Human Resources,…).

•              Organize and chair monthly team meeting and ensure that weekly meetings are organized in the site.

•              Compile and analyze project data (Project review, partner reports, potential evaluation reports, …) and verification sources. Produce internal and donor reports in collaboration with Operations and Finances Teams.

•              Anticipate needs for project amendment and contribute to its development.

•              Prepare and lead Project Launching Workshop and Project quarterly review using the HI financial/operational tools and in respect of HI PME policy.

•              Support the development of the terms of reference for midterm review/final evaluation & to the recruitment of external expertise and support their implementation.

 

Responsibility 2:  Develop the partnership framework & coordinate with partners and stakeholders involved in project implementation.

Aim: Ensure that the framework defining the role and responsibilities of HI, the partners and stakeholders for the project implementation is in place and that the partners’ input are monitored.

Activities:

•              Identify potential partners’ opportunities.

•              Develop partnership agreement in close relation with Operations and Finance Teams.

•              Organize coordination meetings with the partner to assess the progress made under project implementation in the spirit of reciprocal collaboration.

•              Follow up in close relation with the Finance department on the budget delegated to the partners.

•              Support the partners for identifying their needs for capacity building.

•              Based on the needs identified, develop adapted response with support from other services if necessary and coach the partners along implementation.

 

Responsibility 3: Manage the project team

Aim: Ensure that necessary Human Resources are available and capable for results-driven project implementation.

Activities:

•              Prepare job description and organize recruitment in collaboration with line manager and Human Resources department

•              Ensure the appraisal framework is in place and functional and that objectives are set up for each member of the team on annual basis.

•              Lead, coach and supervise the field officer.

•              Assess the field officer needs for training and identify adapted response in coordination with Human Resources department and coordination team.

•              Measure the performance of the field officer along the duration of the project (9 months) and provide guidance as required.

•              Contribute to the project team career development in coordination with Human Resources department

•              Ensure that operational, financial, administrative & logistics procedures are respected by project staff.

•              Follow up upon staff leaves in collaboration with the Human Resources department.

 

Responsibility 4: Supervise the development of methodologies and tools for the project he/she is in charge of

Aim: Ensure that the technical framework for implementing project activities is in place, regularly adjusted based on lessons learnt and that the project team works in compliance with validated frameworks

Activities:

•              Identify the tools needed for implementing the project activities.

•              Define terms of reference for supporting the development of tools & methodologies in collaboration with operations coordination staff.

•              Identify needs requiring Technical Unit and/or external expertise support.

•              Supervise the development of tools and methodologies and ensure active contribution from the project team to their development.

•              With guidance from Technical Unit, define training plan & manual for project team/the partners for using tools and methodologies developed.

•              Monitor the use of tools and methodologies and organize regular lessons learnt analysis for adjusting the tools & methodologies with the project and technical teams.

•              In close relation with Operation and Technical Teams, develop terms of reference for HQ technical mission and contribute to their organization.

 

Responsibility 5: Facilitate project lessons learning and its promotion at national & international level.

Aim: Ensure that good practices under the project are identified and shared; used for advocating towards vulnerable people inclusion.

Activities:

•              Develop tools for collecting information measuring the project impact in close collaboration with the Operations and Technical Unit.

•              Collect identified data and contribute to their analysis.

•              Identify the good practices/ lessons learnt of the project.

•              Contribute to the good practices / lessons learnt analysis and documentation under the supervision of the Technical Unit.

•              Organize dissemination among the project stakeholders and among national stakeholders (government, NGOs, donors) involved into similar field of expertise.

•              Participate to professional network at national level in the field of expertise of the project in collaboration with Technical Coordinator.

 

Responsibility 6: Contribute to the Program Strategic Framework and to the development of new projects

Aim: Ensure that the project is run in line with the Regional Program Framework (RPF); contributes to the RPF successful implementation

Activities:

•              In close relation with Operation and Technical Teams, contribute to the data collection and analytical framework set up for developing and/or monitoring the strategy.

•              Collect Government policies and technical materials produced by government departments and NGOs in the field of expertise.

•              Participate to the development of new projects into the field of expertise.

 

THE SUCCESSFUL CANDIDATE will have:

 

•              Advanced skills in French, English and Arabic

•              Strong interpersonal and communication skills

•              Good organization and planning skills

•              Proficient in all computer skills; Microsoft Word, Excel, PowerPoint, Internet . Data base software knowledge is an added value.

•              Ability to travel in Lebanon and the middle east region

 

EDUCATION AND EXPERIENCE:

 

  • University degree in economics and administration, political sciences, development studies.
  • 4 years of experience in project management including a minimum of 3 years in working with communities in Lebanon and in community-based initiative.
  • Knowledge of Mine Action is a plus
  • Previous work experience with I/NGO.

Initial contract will be for a period of 9 months and the position is based in Baalbeck with frequent travel to the Bekaa area and Beirut.
