About the Project:

“ACCESS: Accountable Cross-Country Coordination for GBV Emergency Safe Settings” Project

This project aimed to contribute to a holistic and accountable GBV protection, prevention & response mechanisms at institutional and community levels. More specifically, the project aimed to:

  • Strengthen national GBV prevention and protection mechanisms and hence enhance response to women’s needs
  • Reduce the consequences of GBV on women and girls survivors of GBV (both refugee and host communities) through providing them with basic life-skills programmes and through developing the capacities of MWH teams on relevant issues
  • Create a supportive environment in prevention of GBV form both refugee and host communities at the community and society levels

    Requirement: Create a review process to evaluate the effectiveness of the project by developing feedback methods, conducting user interviews and recording results for evaluation.

    The overall purpose and functions are:

    The evaluation will consider the 1) relevance, 2) effectiveness, 3) efficiency, 4) sustainability, and 5) impact of the program, including the extent that the program objectives have been achieved. It will also provide recommendations for future initiatives

    Objectives of the final evaluation are:

  • Assessment of the programme’s quality and internal coherence (needs and problems it aimed to solve)
  • Assessment on the efficiency of management model in planning, coordinating, managing and executing resources allocated for its implementation, through an analysis of its procedures and operational and institutional mechanisms. This analysis will seek to uncover the factors for success and limitations and make recommendations to guide future programming
  • Assessment of design and relevance, effectiveness, efficiency, impact and sustainability of the programme and the level of achievement of envisaged programme results and outcomes
  • Assessment of programme’s different internal and external M&E systems and tools developed including data collection, statistics, research and analytical outputs, databases, guidelines, etc. and assessment of programme’s communication strategy, outreach activities and impact;
  • Identification of key recommendations and lessons learned through the evaluation process

    Timeline

  • Inception Phase - the Evaluation Consultant will review documentation, agree on the meetings and field visit locations with the Programme Coordinator, and produce the Evaluation Inception Report with a clear evaluation work plan and tools;
  • Data Collection and Field Visit – the Evaluation Consultant will gather data through group and individual interviews and field visits at the end of the mission, presentation with preliminary findings and recommendations will be presented to the programme team/Evaluation Reference Group;
  • Analysis and Reporting– the Evaluation Consultant will prepare the draft evaluation report based on the analysis of findings, and will submit the report to the Evaluation Reference Group for factual review and comments. Opportunity to comment on the draft report will be open to the Reference group for a maximum of 10 working days. After this process ends, the Evaluation Consultant will proceed with production of the final evaluation report.
  • The consultant will be responsible for supporting developing a community-based, context-specific Information and Education Communication (IEC) tool on Sexual exploitation and sexual violence in Arabic, aiming at sensitizing most marginalized host and refugee communities on these issues as in most remote areas, access to information is difficult. The tool will be easily understandable through the use of a clear language, culturally adapted, and will be development and disseminated in the spirit of the Do No Harm approach. S/he has the overall responsibility of ensuring that the different tasks are delivered on time.
