CHILD SAFEGUARDING:

ROLE PURPOSE:
The role holder will be responsible for the day to day quality technical project implementation (infrastructure construction projects). He/she will carry technical surveys and drawings and will be responsible of the project planning, monitoring and reporting. He/she will manage the communication with municipalities and key stakeholders related to the project in the North. He/she will participate in new construction/infrastructure project identification, technical assessment and technical documents and drawings development. He/she will be responsible of supporting the technical curriculum development for construction and providing technical training for beneficiaries.
SCOPE OF ROLE:
Reports to: FSL Coordinator in Kweikhat Field Office with technical dotted line with WASH specialist.

KEY AREAS OF ACCOUNTABILITY:
Project design and implementation
- Identify appropriate Cash for Work and Community Improvement activities in coordination with communities, committees and municipalities;
- Ensure proper project identification, by carrying out surveys and technical assessment to identify technical issues and confirm project feasibility;
- Conduct field assessment and technical survey including design and technical and shop drawings for the basic and low risk infrastructure; Develop technical project documents MOUs, Bill Of Quantities, Implementation Plan, etc. in guidelines with Save the Chidlren Internationa; implementation Standard Operating Procedures;
- Ensure proper implementation of construction infrastructure projects such as agriculture road, irrigation canal, water reservoir, etc., in line with programme implementation plans and against donor requirements/ indicators with proper technical oversight in place;
- Assist in the development of construction training/ awareness raising materials, and organize and conduct trainings for programme beneficiaries and stakeholders;
- Prepare the monthly payment documents and invoices for the infrastructure project and confirm work progress on a monthly basis;
- Act as the main liaison between communities and municipalities and the Save the Children office; maintain good relationships with beneficiaries, and professional relationships with local leaders/authorities;
- Actively participate in the collection and analysis of information used to determine vulnerability, and create transparent targeting criteria;
- Assist the Programme Manager to organize beneficiary registration and distributions in collaboration with communities ;
- Promote accountability and transparency with all the implementing activities;
- Assist with the training of the engineers assistant to ensure they have solid understanding of key programme documents and tools, including Monitoring and Evaluation questionnaires;
- Interact regularly with Save the Children’s other sectors (education, child protection, health/nutrition, shelter) to ensure coordinated and efficient programming.
Project monitoring
- Prepare weekly and monthly work plans and ensure the engineer assistant follow the plans
- Supervise and monitor the infrastructure projects implemented and report any issue and recommended solutions;
- Organize and assist in data collection and analysis for beneficiary and community selection, as well as for monitoring and evaluation
- Work with logistics staff for programme procurements (including materials and equipment for Cash for Work activities) and for the identification and contracting of local suppliers/traders for Community Development and Cash For Work projects
- Produce timely reports for internal use on the status of on-going programming
- Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES
- University degree in Civil Engineering or similar field
- Minimum 2-3 years of experience in development programs, preferably working in community support projects
- Experience in managing a team
- Good time management skills
- Experience in data collection
- Experience in supervision of civil engineering construction activities
- Fluency in written and spoken Arabic and English
- Computer skills (especially Excel)
- Strength in interpersonal, communication and presentation skills
- Flexibility and willingness to change work practices and hours, and capability to work in insecure environment
- Available to travel in country
- Experience of working within SCI is a benefit
