MISSION/objective
Under the authority of the WASH Program Manager, the WASH services Activity Manager will be responsible for:
- Implementing the activities and meeting the objectives as defined in the operation proposals
- Regularly report to the WASH PM all the relevant information, challenges, security concerns, delays or program’ adjustment needs
- Manage the CHP officers in charge of water trucking and dislodging activities
- Ensure the timely implementation of the activities, that SOLIDARITES INTERNATIONAL’s quality standards are met and proposes adjustments or developments to ensure relevance if necessary
- Cooperate with the other members of the WASH team, specifically Laboratory Supervisor, Construction Activity Manager, WASH Program Manager Assistant or Deputy.
TASKS AND RESPONSIBILITIES
- Establish a planning for the efficient distribution of drinking water via water trucking in SI areas of intervention. Establish a planning for the efficient implementation of dislodging activities in SI areas of interventions, according to the received referrals.
- Supervise the CHP officers in charge of the direct follow up of water trucking and dislodging activities in in SI areas of interventions, including the production, scanning, distribution and collection of vouchers for water trucking.
- Ensure the implementation of specific follow-up activities to assess the good process and the impact of the provision of drinking water via water trucking and provision of dislodging services activities.
- Gather all the information of water trucking and dislodging activities in a specific timeframe and prepare the data and files for payment, in cooperation with IM PM and Logistic department.
- Follow up on the monitoring done by the CHP Officers after the referrals for water trucking and dislodging within SI areas of intervention and validate the effective need of dislodging.
- Maintain a regular professional, fair and transparent relationship with the service providers and provide them with a written copy of the schedule for both services, on a regular basis;
- Make sure the objectives for the activities under his/her responsibility are achieved and the deadlines are met
- Regularly visit the activities’ sites
- Identify and anticipate any risks and constraints related to the provision of water trucking and dislodging services and propose alternate strategies to the WASH Program Manager, specifically ensuring transparent communication among service providers and community members and between service providers and SI program and logistic department.
- In collaboration with the WASH Program manager, adapt the beneficiary/sites selection methodology as necessary, in particular, the selection criteria
- Be aware of budget implications of activities in the geographical area of responsibility and work with WASH PM to ensure budget compliance
- Liaise with the Laboratory supervisor for all what concerns water quality monitoring and follow up.
- Assess the relevance of activities, the effectiveness of interventions, and their appropriateness through monitoring form in light of changing circumstances and the needs of populations, propose adjustments to programs if necessary (All changes to be formalised and inscribed in the SOPs and modus Operandi and to share those changes to PM and CO)
- Use the SOL management and monitoring tools for the activities, results and context
- Support the WASH Program Manager with the assessment of human needs, logistical and financial resources needed at different stages of the activities
- Ensure that the safety of persons and equipment at intervention/project sites is guaranteed
Team management
- Take part in the recruitment of CHP officers, if needed
- With the administrative department, participate to the definition of the prerequisites for CHP officers vacant positions and, if necessary, adapt the referent job profile
- Welcome and brief new employees working under his/her responsibility
- Organize regular meetings and workshops with team members
- Manage and support the team under his/her responsibility
- Supervise and monitor potential conflicts within the teams and inform the WASH Program Manager in case of problem
- Identify any training/capacity building needs and implement training activities in accordance with operational requirements
- Ensuring the teams are well aware of all changes affecting the population of interest and the teams are able to properly refer cases and are able to distribute appropriate hotline numbers of different agencies.
- Participate in the development of the WASH team’s methodological capacities
- Evaluate the performance of the members of his/her team
- Identify team members’ potential for advancement and communicate this information to the WASH Program Manager
- Monitor teams to ensure that they are adhering to health and safety regulations
- Follow-up on the staff leaves plan and other administrative/HR procedures.
- Maintain good motivation and discipline in the team
Monitoring
- In collaboration with the WASH Program Manager, (and the MEAL team) adapt the monitoring tools and methodologies as necessary
- Support the MEAL surveys conducted by the CHP and/or MEAL team as per request of other department(s).
- Draft reports based on the monitoring surveys conducted.
- Propose to the WASH PM any MEAL activities that could be relevant for the activities directly supervised.
- Conduct regular spot checks on all relevant databases ensuring good quality control. (Different relative databases should match, conduct daily data cleaning, using good common sense and a logical approach while reading databases, referring to WASH PM and/or IM PM where relevant in case of discrepancies).
- Contribute to the compilation of the monthly Activity Progress Update (APU).
Reporting
- Report weekly the activities of his/her team to the WASH Program Manager using the appropriate tool and forms
- Implement the regular reporting for the Water trucking and dislodging activities progress and lesson learnt using the appropriate formats, reports and databases
- Report any type of problem encountered on the field
- immediately report any problems or information that could affect the projects/activities or the security of the teams to the WASH Program Manager
- Review regularly the written, data and verbal reports of the CHP officers in charge of water trucking and dislodging activities
- Take part in the drafting of reports and schedules/appendices related to the activities for donors and/or sponsors
- Maintain a local operational communication network and positive relations with the local/governmental authorities, donor representatives, UN and other international agencies in cooperation with the WASH Program Manager and Field Coordinator
- Represent SOLIDARITES INTERNATIONAL in collaboration with the WASH Program Manager for the projects/activities to the relevant bodies: local authorities, sector, partners, … within his/her employment location
