Job Summary:   This position is responsible for supporting with the implementation of a livelihoods, protection and local economic development project based in Tripoli. The main job focus of the project officer is to maintain effective, timely and transparent communication with the partners in the project, for the most effective implementation. The officer will also be responsible to coordinate and building the capacity of partners regarding outreach, Life skills, PSS, vocation trainings, event and advocacy campaigns. This position is also responsible for ensuring the youth mobilizers are working in accordance to their set workplans and are spreading the intended messages to the communities.

Supervisees: None

Working Travel: This position will be in Tripoli, with frequent movement to other CIL offices and partners. Travel will also include monitoring and capacity building visits to the field when required. Working area is in North Lebanon.

Employment Start Date: ASAP 

Duration of Contract: One Year Renewable

Any extension of this contract is dependent on performance review and funding availability.

Education & Certification: Bachelor’s degree in a social sciences field (business administration, socio-economics, political science, or equivalent).

Minimum Education Level: Bachelor’s degree

Proven Experience:       

3 years minimum experience in a similar role working in partnership, community mobilization and communication functions, preferably in an International NGO.

Experience managing donor-funded projects with International NGO’s particularly those addressing livelihoods and economic development.

Experience in building capacity of partner for community engagement, planning, quality assurance and other matters related to the project.

Demonstrated ability to work under pressure, excellent planning skills and provide timely quality information and reports.

Ability to work well with a team and partners and establish relationships with other teams/offices/partners.

Cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures with highly developed interpersonal skills and fluency in English

 IT / Software / Technical Skills: Good command of Excel, Word, and Outlook

Detailed Responsibilities & Tasks:

Responsibility # 1:  Partner Relationships and Capacity Building

  1. Follow up on partners’ financial and narrative reports and support them whenever necessary
  2. Follow up on partner capacity building plans to ensure that they are effective, relevant, and timely
  3. Follow up with partners on effective implementation

Responsibility # 2: Community Mobilization

  1. Set work plans with partners, follow up on activities, needs, and timeliness
  2. Ensure that advocacy messages are well-communicated partners and within communities
  3. Build with partner outreach plans for all related activities
  4. Mapping for vocational training centres inside Tripoli

Responsibility # 3:  Communications

    1. Support with planning conferences and advocacy and awareness events
    2. Ensure that project visibility activities and key messages are aligned with the project’s communication strategy, CARE’s guidelines, and partners’ requirements
    3. Manage the visibility of events and conferences for local NGOs, INGOs, and local communities
    4. Coordinate with CIL Communication Manager on preparing material.

Responsibility # 4:  Monitoring & Evaluation

    1. Support with drafting narrative and quantitative reports as per CARE internal requirements and donor requirements.
    2. Ensure quality insurance and monitoring for all program activities
    3. Contribute to the development of database
    4. Ensure that community awareness on the availability of the database is spread through, partners community and during events.

Responsibility # 5: Representation and Coordination

    1. Support the Project Manager in ensuring CARE representation in the relevant technical coordination meetings at field level and all relevant forums at the field level and vis-à-vis relevant actors and partners as relevant to the project (MSME/Private Sector, municipalities, UN agencies, INGOs, local NGOs, community focal points, etc.).
    2. Support in the organization of field visits by donors, peer agencies, CARE Members, Media, etc.
