CHILD SAFEGUARDING:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
The Safety, Security and Admin Officer is responsible for monitoring the security in the north area and updating management and staff of any security threats. The Safety,Security and Admin Officer is also responsible to ensure that all safety and security SOPs are followed in the area.
SCOPE OF ROLE:
Reports to: Area Manager.
Dotted line: Safety and Security Manager
Number of direct reports: 2 (Security guard) and 2 (cleaning ladies)
KEY AREAS OF ACCOUNTABILITY:
Safety and Security:
Briefings:
- Provide all staff and visitors with a security briefing within 24hrs of arriving in the area
- Brief staff on security developments on a daily basis as and provide updates to the Area Manager on a weekly basis.
Monitoring & Analysis
- Monitoring and analyze security context in area and providing daily updates to all area staff
- Monitoring movements:
- Field movements by staff during working hours
- Expatriate movements outside working hours
- Sending out relevant advisories to staff
- Coordinating with all relevant staff on security related issues
- Maintain effective relationships with relevant security focal points (NGOs, LAF, Police, Local Authorities) in the area
- Attending relevant security meetings
Assessments & Resource Management
- Conduct security assessments of offices and programme sites
- Ensure required security resources are adequately budgeted at field level and written into budgets
- Ensure the upkeep and maintenance all firefighting equipment, panic alarms, first aid kits, hibernation kits and emergency exit safety measures
- Line management of security guard.
- Liaise with General Security Office in the north area and be member of coordination with municipalities.
Reporting
- Submission of timely and accurate security and incident reports:
- Daily reports to Area Manager and Safety and Security Manager
- Weekly security updates to all staff in the area office
- Monthly security Situational Reports to Area Management and Safety and Security Manager
- Report and follow-up incidents and ensure support to effected staff members
- Update and maintain the area security plan on a 6 monthly basis and orientate staff and guards on evacuation plans, drills and emergency procedures
- Update Emergency Contact Details and Emergency Contact Tree/First Responders on a weekly basis
- Ensure the issuance of Security ID cards to all staff
- Ensure that all staff have access to all relevant Safety and Security Policies
- In collaboration with AM and SSD update existing and develop new SOPs if and when deemed necessary.
Administrative:
- Setting-up and maintaining filing systems for records, correspondence and other material related to administration files.
- Respond to employees’ admin related requests and questions after coordinating and getting the concurrence of direct line-manager.
- Assist in updating all admin trackers and disseminating them to raise staff awareness.
- Arrange all visitors/Staff Hotel and prepare all related invoices and coordinate with finance for timely payments.
- Order all office stationary and prepare related PR
- Following up on all SCI office supplies and prepare relative PRs on time.
- Provide staff with ID Cards and rechargeable prepaid mobile cards.
- Supervision of cleaning Ladies.
- Following up on guesthouse status, check availability of rooms and manage long stay visitors.
QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES
- Bachelor’s Degree in communication, politics, international Relations, Criminal Justice, Security Administration or any related field
- Minimum of 3 years’ experience in a related position.
- Good communication skills in both English and Arabic languages
- Solid training skills and the ability to develop and implement successful training sessions;
- Solid organizational skills:
- The ability to be flexible and work well under pressure in a fast-paced team environment;
- Computer literacy, particularly in Word, Excel, PowerPoint, Access and database/mapping systems;
- Ability to balance demands of beneficiary and security actors while maintaining appropriate contextual NGO security advice and coordination;
- Sound knowledge of humanitarian principles of impartiality and neutrality as outlined in the Humanitarian Charter and the International Red Cross Code of Conduct.
- Resourcefulness and creativity in developing the role of security within the programme and ensuring the most effective support to line management;
- Excellent coordination, and reporting skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities;
- Strong communication, people management and interpersonal skills in English and Arabic, with experience in leading multicultural, , values driven teams;
- Willingness to work and travel in often difficult and insecure environments;
