UNICEF implemented the only major humanitarian social protection program in Lebanon, the No Lost Generation (NLG)/Min Ila Program serving almost 50 000 Syrian children. The program helped households to invest in the human capital development of children and reduce reliance on negative coping strategies like child labour through the provision of a cash transfer and referrals to complimentary services. In addition, UNICEF monetized in 2018 its 2nd shift transportation programme with the ‘Reaching School’ programme which intended to help households meet the costs of sending their children to school.. Finally, UNICEF is piloting cash programmes in relation with WASH. While the amount of available resources changed and the No Lost Generation (NLG) / Min Ila Program will not be implemented during the year 2018/19, UNICEF Lebanon Country Office has demonstrated strong commitment to continuing with humanitarian cash programs with this year Reaching School and Cash Based Safety nets in course of design. As well UNICEF at the global, regional and county office levels, has been and will seek to continue to be at the forefront of innovative programming in this area.

In addition, UNICEF Lebanon has been instrumental in setting up the Lebanon One Unified Inter-Organizational System for E-Cards (LOUISE), which serves the cash transfer programs of all UN agencies and NGOs delivering cash and will continue with its commitment to the development and improvement of the joint system.

How can you make a difference?

Support to programme development, planning and execution

 

Compile data and information on subject matters relevant to the work of the section to facilitate preparation of reports, working papers, and presentations.  

 

Prepare and maintain records pertaining to programme planning and development for his/her respective section.

 

Carry out transactions in VISION ensuring programme results, activities and programme coding are as per annual work plans (AWPs), and makes amendments and alterations as per section revisions when necessary.

 

Arrange meetings, workshops and training courses pertaining to programme development, and provides support in making the necessary logistical arrangements.

 

Follow up both internally with the supply section and externally with counterparts to ensure supplies for programme implementation are delivered in a timely and accurate manner.

 

2.Support to monitoring and reporting of programme results

 

Provide support on budget revision/preparation, implementation status, determination position of funding utilization, and financial closures.

 

Monitor budgets and financial expenditures of section, ensuring compliance with UNICEF rules and regulations, keeping supervisor informed and advised on actions for decision and follow up.

 

Prepare and maintains records, documents and control plans for the monitoring of project/programme implementation.

 

3.Support in resource mobilization

 

Compile and organizes information and data pertaining to donors (both current and potential).  

 

Compile and organizes data and information to assist in the preparation of periodic or ad-hoc financial reports relating to country office and donors to support the office in optimizing use of programme funds.

 

Carryout transactions in VISION pertaining to grants for his/her section such as registering grant allotments and tracking expiring programme grants.

 

Support the processing of contracts for consultants and external partners pertaining to the section.

 

4. Support in knowledge management and capacity building

 

Gather and shares information as needed in support of improving the processes and daily operations of the section.

Support capacity development activities related to performance monitoring, programme development, and related internal UNICEF systems/tools by drafting necessary correspondence, compiling data reports and maintaining relevant records

Reaching school programme:

In order to mitigate obstacles to access quality education, UNICEF during the academic year 2016/17, provided vulnerable children busses to get to second shift schools through contracting local transportation companies. From January 1, 2018 this support changed through monetization of the service.

Vulnerable families with children who are eligible for support and attending a second shift schools received a cash transfer of $20 per child /per month to support their attendance at school. The cash is intended to help households meet the costs of sending their children to school. Given the good results and the wide acceptance and preference from beneficiaries of the monetized form of assistance this programme will continue during the academic year 2018/19.

Monitoring activities in the field are essential in order to ensure (1) cards, PIN codes etc reach the intended vulnerable children and their families, (2) any issues that arise are solved quickly with the various stakeholders and colleagues on the ground and (3) the risk of fraudulent activities is sufficiently mitigated, (4) partners engaged for field work are monitored against work plans and budgets, (5) trouble shoot issues arising in the field whether with beneficiaries complaints or the community. The operational programme consultant will verify and control that the activities are correctly implemented in the field and reach the intended children.

Cash-Based Safety Nets Programs:

UNICEF will also implement by January 2019 other cash-based safety nets integrated with UNICEF or non-UNICEF programmes with the objective of integration and improvement of the uptake and completion of services of which beneficiaries face income-related constraints. The Operational Consultant will be responsible for supporting all the cash programs implemented by UNICEF in its area, Mount Lebanon and Beirut but as well ensure harmonization of the activities and monitoring across areas.

Winter in-kind assistance:

For the 2018/2019 winter campaign, around 20,000 clothing kits will be distributed in isolated areas such as Aarsal, Masharie el Qaa, Wadi Khaled and AK room. . Finally, 570 public schools located above 500 meters will be provided with sufficient fuel to ensure heating during school hours.

Monitoring activities in the field is essential in order to ensure any issues that arise are solved quickly, the risk of fraudulent activities is sufficiently mitigated and to collect relevant data for process monitoring.

To qualify as a champion you will have....

A minimum of a secondary education , preferably supplemented by technical or university courses related to the work of the organization.

A minimum of five years of progressively responsible administrative or clerical work experience is required.

Fluency in English and Arabic is required.
