Description of Evaluation
· Evaluate AMEL’s interventions specifically to use quantitative and qualitative measurements to track values for project output, outcomes and indicators.
· Determine impact of the project activities that contributed to meet AMEL’s objectives to improve psycho-social well-being of older people.
· Compare the evaluation results with the initial Baseline data.
Methods
The evaluation will follow a mixed qualitative/quantitative model that includes a survey of 100 and 5 FGDs in the same locations as the surveys. The consultant should pilot the questionnaire with 10 people (5 men/5 women), and the pilot results will be shared with Amel Association International.
Analysis of all findings will be done from gender, age, educational level, country, urban/rural lenses. All indicator findings will be segregated accordingly.
The consultant is expected to propose survey tools and a FGD guide.
Location
Data collection will be done Khiam and its catchment area (nearby camps like Marej El Khoukh, Sarada.. and nearby villages like Deir Mimas, Klayaa)
Deliverables
- An Evaluation plan detailing tasks, timelines and roles
- A draft report in English (with findings and basic frequencies analysis for surveys, and analysis for FGDS) to be revised by Amel
- Data entry for the surveys (survey data sets, in English)
- Raw data/notes for the FGDs (in English)
- Facilitate a lessons learnt workshop conducted in Khiam Amel Center based on the findings
- A report on the lessons learnt workshop, Amel will invite Stakeholders, UN agencies, interested NGO’s. Amel will provide the venue and the logistics.
- A final report in English of the evaluation incorporating Amel’s comments and lessons learnt workshop conducted.

The consultant will be responsible for:
- Designing an evaluation plan
- Recruiting data collectors, survey supervisors, data entry clerks, FGD facilitators and note takers
- Training data collectors and supervisors on the survey tool as well as on sound research methods and ethical research behavior
- Pilot testing the survey tool
- Collecting data through surveys and FGDs
- Entering and cleaning the data from the surveys and FGDs (in English)
- Analyzing the data from FGDs and surveys
- Reporting the findings and analysis

- More than 5 years of experience in project evaluation or the equivalent in M&E expertise, including collecting and analyzing data from interviews, surveys, FGDs, etc.
- Experience in working with NGOs
- Strong communication and writing skills
- Research and evaluation methods and data collection skills
- Ability to be flexible with time and work schedule
- Attention to detail and ability to meet tight deadlines
- Conflict resolution/peace building experience
