SWaM Technical Unit staff will be involved and actively participate in all activities foreseen by the project: Solid Waste Management Master Plan, Land Character (LCA), Environmental Impact (EIA) Assessments elaboration, establishment of Waste Transfer and Recycling Stations, landfill reclamation, awareness raising, among others.
More specifically, he/she will:
- Support the Project Team to the achievement of the Expected Results of SWaM Akkar. Supporting Sustainable Solid Waste Management in Jurd al-Kaytee, Akkar;
- Actively participate in all phases of the elaboration of the participative Waste Management Master Plan for Jurd al-Kaytee, and related studies.
- Contact to and co-operate with relevant local authorities and project partners;
- Support the ongoing strategic planning and development of SWM Strategy in the Union
- Ensure that quantities and quality are accurate by conducting day to day site inspections of the construction to ensure that execution of the work is done according to the specifications and BoQs of Standard Bidding Documents;
- Ensure that works are finalized by the date set by line management.
- Report /propose for correction in case of items identified with any defects/variation/additional/deletion.
- Conduct field assessments and coordinate with different stakeholders to determine scope of work, resource requirements, and estimated costs.
- Support in the elaboration of all Drawings, Technical Specification and Bill of Quantity, and other relevant documents, for the required project(s).
- Provides weekly reporting on the progress of the project during assessment, and implementation phases, including measurements of progresses.
- Ensure that any matter that requires attention is reported to the line management.
- Perform Quality Checks of each material that have to be utilized for the implementation of the works before their installation.
- Close monitor and on-site supervision of the works is to be undertaken, including the contract administration for the works, and technical advice and assistance to contracted contractor and labor
- Responsible for SWM Monitoring Plan implementation with direct collaboration with all the stakeholders during the project (including Public Feedback Mechanism processing).
- Ensure hand-over and sign-off process after accomplishment of works
- Participate in the regular program team meetings on a regular basis
- Carry out assigned technical tasks on behalf of Union of Municipalities of Jurd al-Kaytee in the best interest of the Union and beneficiaries
- Support in establishing and maintaining proper project documentation and records, including but not limited to: needs assessments questionnaires, monitoring questionnaires, consolidated list of beneficiaries, photos, BoQs, designs both soft and hard copies
- Collaborate closely with INGOs and national NGOs and CBOs present in the intervention area.
- Any other duties related to SWM
Qualifications and skills:
- Work sites experience, ideally in Landfill Reclamation or related to Solid Waste Management is an asset
- Previous working experiences in public administration technical units and/or service/utilities providers is an asset
- Excellent computer skills, GIS skills is considered a tremendous asset
- Valid Driving License and ability to drive both automatic/manual cars
- Residency in Jurd Al Kaytee Union of Municipalities is a must
