Within the framework of the RACE II strategy (Reaching All Children with Education) which aims to contribute to furthering the equitable right to a quality and relevant education for all children and youth between 03-18 years of age in Lebanon, by addressing policy, systems, quality service-delivery and demand bottlenecks at the national, sub-national and community levels; the Ministry of Education and Higher Education (MEHE) is working towards ensuring the access of quality education for children in Lebanon by improving the quality of teaching and learning. 

Together with MEHE, UNICEF aims to support the provision of technical assistance to strengthen the implementation capacities of the Ministry of Education and Higher Education (MEHE) and its institutions.

 

UNICEF and the Ministry of Education and Higher Education -DOPS (Direction de l'Orientation Pedagogique et Scolaire) are seeking a Senior Pedagogic Education Consultant to support the implementation of particular activities related to developing a framework for conducting and analysing monitoring visits to schools as outlined in the 2018 annual work plan between UNICEF and MEHE-DOPS.

How can you make a difference?

The Pedagogical Consultant will be responsible to support the academic and pedagogical aspects of DOPS activities with UNICEF. The consultant will be responsible to prepare a framework for monitoring and evaluation of the DOPS counsellors school visits that builds on the teachers Competency Framework adapted by MEHE. In addition, the consultant will be responsible to develop an action plan to build the capacities of DOPS counsellors towards achieving the competencies depicted in the Counsellor Competency Framework adapted by MEHE.

 

In close coordination with the DOPS Director, the Pedagogical Consultant will have the following duties and responsibilities:

Conduct a desk review of existing assessment, monitoring and evaluation tools

Compile / Develop new tools or update existing ones if any that will be linked to each of the 4 domains of the Teacher Competency Framework

Design a methodology for analysing and reporting on findings from the monitoring visits, including quantitative and qualitative data analysis

Build the capacity of DOPS counsellors on using the new tools and reporting methodology

Develop a methodology, in coordination between DOPS and CERD, in order to connect the classroom monitoring to the teacher training, in the aim of providing feedback and guidance to the training modules

Conduct a desk review of existing trainings targeting the professional development of DOPS counsellors and compare them to the Counsellor Competency Framework (CCF) adapted by MEHE

Develop an action plan to build the capacities of DOPS counsellors towards achieving the competencies described in the CCF

Support the academic and pedagogical aspects of DOPS activities with UNICEF

 

Timing: Duration of contract: 9 months from signature of contract, renewable as per funds availability.

To qualify as an advocate for every child you will have…

Education:

Postgraduate degree preferably in Education Management related fields.

 

Experience:

At least 5 years of experience in the implementation of educational projects;

At least 3 years of experience in the public sector or nongovernmental organizations or in developmental projects;

Proven ICT skills using database software;

Expertise in analysing data;

Strong training & facilitation skills;

Strong communication skills;

Ability to travel to project areas

 

Language Requirements:

High proficiency in oral and written Arabic, English and French is required.

Experience in Lebanese public sector is highly desirable and in intergovernmental or non-governmental bodies
