Construction Expert / Technical Advisor, ConTra Programme - GIZ

ConTra is seeking a Construction Expert / technical Advisor to provide technical input and give advice on strategical decisions. She / he will support the Programme within the initial 9-month orientation phase in pre-selecting and selecting the up to 12 partner municipalities.

Specification of Tasks

For this consultancy call, GIZ is seeking the services of a Construction Expert / technical Advisor to fulfil the following tasks:

A. Selection of partner municipalities

• Conduct detailed field study for the technical assessment of various municipalities in Lebanon to identify infrastructure investment needs;
• Set an evaluation grid/selection criterion for shortlisting – both municipalities and activities;
• Draft a long-list of 20-25 municipalities identifying imperative infrastructure projects for implementation (both as pilot and, later, as projects);
• In cooperation with MoSA’s technical committee, support the drafting of a shortlist of 12 municipalities and choose the activities to work on;

B. Technical support and preparation of activities/pilots/construction/maintenance/rehabilitation

• Check legal aspect of selected activities, e.g. land titles and ownership
• Prepare and review tender documents and processes (support documents for approvals, technical and financial evaluation, negotiation, contract preparation, etc.);
• Provide technical support during the tender process, and following contract award;
• Assist in the preparation of ToR for architects;
• Assist the project team in evaluation and monitoring of the undertaken activities;
• Support financial processing of all construction measures (verification of payments and follow-up on any potential supplement);
• Advise the Head of Programme throughout the projects’ implementation phases (planning, potential risks, time/cost monitoring, etc.).
