Information Management Consultant

About the job 

The Information Management Consultant is responsible for further development and upgrade the Referral Information Management System “RIMS” that DRC and other organizations are using. Your main duties and responsibilities will be:

• Provide technical database and online system design/development support including maintenance/upgrade to ensure the system is live and fully operational by End-February 2019. 

• Create a dynamic database infrastructure that enables non-technical people adjust and amend the system if needed  

• Implement database change controls/logs; 

• At the direction and in coordination with the Information Management Coordinator, produce written/visual support materials (such as schema design/documentation) to ensure adequate documentation of design process and core functions – for technical and non-technical audiences; 

• Develop further the info-graphics and GIS component in RIMS 

• Create a dynamic/flexible interface for two-ways communication through APIs 

• Develop further the customized mobile application directly linked to RIMS which supports offline data collection. 

• Other duties as agreed with the Information Management Coordinator in line with objectives above and weekly work plans;​

About you 

To be successful in this role we expect you to have a Technical degree (or equivalent experience) in computer science, information technology, computer engineering, or other relevant field. Moreover, we also expect the following:​

Required  

• 3-4 years of experience in developing web applications and information management systems. 

• Experience in designing/developing integrated data management systems that include mobile application collection technology (similar to ODK), database (postgreSQL), and online platform (.Net Core); 

• Experience integrating analytical software (such as Tableau and QGIS) with data management systems; 

• Experience in performance tuning and index maintenance to meet/support needs of in-house development team (using specified software/applications above); 

• Experience designing customized SQL queries to add permission module to web systems; 

• Extensive experience with Java, Javascript, JSON, and open source web applications; 

• Knowledge of fault detection and resolution processes; 

• Ability to communicate effectively with a variety of stakeholders including technical/non-technical audiences, from inception/design to launch/training phases; 

• Experience in the design/development of data management systems in the Middle East essential; 

• Experience in humanitarian/development data management needs essential. 

• Arabic – Advance fluency level 

• English – Advance Fluency level​

We offer 

  • Contract length: 4 months, until February 2019 with maximum of 52 working days 
  • Level:  Based on SOP  
  • Duty Station: Beirut  
  • Start date: November 2018​
