Project Overview
QITABI is a five year, $46.2 million project that will improve both access to education and learning outcomes in primary schools, in addition to supporting institutional effectiveness across MEHE (Ministry of Education and Higher Education) in Lebanon. QITABI aims to improve outcomes in reading at the primary level, under the assumption that increased literacy directly correlates to increased academic and professional achievement. Improved facilities, services, and teaching – along with more effectively engaged communities and school councils – will not only improve learning outcomes, but also increase the chances of youth remaining in the formal education system. The project has three components:
- Component 1: Improving reading outcomes for primary level public school students
- Component 2: Expanding access to safe and relevant education for vulnerable public school students
- Component 3: Strengthening management (resilience) in the education system to better direct and monitor education
The Assignment
Under Component 2 “Expanding access to safe and relevant education for vulnerable public school students” and specifically in Element 3 “Professional development for teachers and other school-based personnel”, the project aims to build the capacity of teachers already trained in ActivInspire under QITABI to produce quality digital content. The content is to be in alignment with the national curriculum, and the production and endorsement will be done in coordination and collaboration with CERD. The content will serve as material to be used in the 400 ICT resource rooms equipped by QITABI in 300 public schools.
Scope
The “E-content Technical Specialist” will be providing Technical Support and Guidance toward the capacity building of teachers in collaboration with CERD through the design and implementation of subject-specific workshops that capitalize on teachers’ competence in the use of ActivInspire to produce quality content to be used in the schools’ ICT resource rooms.
To this end, the specialist will work with QITABI team to organize and facilitate planning and coordination sessions with CERD, as well as design the training module and deliver the production workshops with teachers.The consultant will also support the project to outline and map the processes educational digital content production, including setting guidelines and criterial for selection.
The specialist will produce a final report inclusive of all documentation encompassing the specialist’s work with QITABI including technical assistance and developed work.
The “E-content Technical Specialist” will be working in close coordination with QITABI’s Component 2 Lead.
Required Qualifications:
- Degree in ICT, Education, ICTE or related field
- At least 15 years of experience teaching, managing and/or advising; preferably expertise in developing digitized content (ICT in Education), including ActivInspire
- Strong knowledge and technical experience in e-content for primary education and in teacher training
- Experience in setting teachers’ technical requirements for using e-content
- Strong knowledge and experience with education research and evaluations preferred
- Experience in and strong knowledge of the Lebanese public school system
- Experience in planning and preparing for a training / expertise as trainer
