GENERAL POSITION SUMMARY:
The Human Resources Officer’s main responsibility is to ensure the timely and efficient recruitment of employees for Mercy Corps Lebanon, while abiding by Mercy Corps Lebanon’s internal rules and regulations. In addition, he/she will maintain and update the employees’ files as per Mercy Corps’ standards.
ESSENTIAL JOB FUNCTIONS:
- Inform and communicate with staff about MC Lebanon’s recruitment process and procedures while making sure they are respected and implemented
- Make sure that the Personnel Request Form (PRF) is received and duly filled and signed
- Ensure that all Position Descriptions are compliant with MC standards and job requirements
- Post vacancies online and on all universities career portals and circulate among MC Lebanon team members
- Receive and shortlist resumes before sharing them with hiring manager
- When applicable, organize recruitment tests in a reliable and transparent manner
- Interview selected candidates and organize 2nd interviews when applicable
- Conduct reference checks for selected candidates
- Extend and negotiate offer letters to selected candidates, making sure that all relevant approvals were secured
- Conduct exit interviews for leaving employees
- Track, consolidate and share recruitment statuses by updating the Recruitment Follow-up tool on a daily basis
- Maintain and update job files for recruitments in a timely and consistent manner
- Participate in the review and update of the recruitment process and procedures by reporting issues and suggesting improvements to the Deputy HR Manager
- Ensure that all visas, work permits and residencies are processed in a timely and reliable manner by liaising with the HR Assistant & Liaison.
- Send out monthly reminders to staff regarding : Leave Accruals, Performance Evaluation and Probationary Review and update the performance and probation database
- Ensure excellent relations and communication at all times with all team members, especially recruiting managers and candidates
- Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission
- Provide all new joiners with the Interview Matrix and the Orientation Schedule to ensure a smooth orientation process for the new employee.
- Conduct the monthly HR Orientation for the new joiners.
- Process the Expat & Interns timesheets on monthly basis in coordination with the finance department & the HQ.
- Authenticate all employee and consultancy contracts with stamps for the Ministry of Finance and maintaining the HR stamps Sheet to be reviewed by the Senior HR Officer-Personnel & Administration.

WORKS DIRECTLY WITH: All Program, Operations & Finance Teams
KNOWLEDGE AND EXPERIENCE:
- Bachelor’s degree or equivalent in HR Management or Public Administration or another relevant field
- Minimum 3 years of experience in the HR sector, preferably in recruitment and within an internal NGO
- Good understanding of the Lebanese Labor Law, recruitment practices and Performance Management
- Well organized and detail oriented
- Excellent oral and written communication skills
- Proficient in MS office is mandatory
- Excellent in English, written and spoken is mandatory
