Context

 

The Middle East is currently experiencing a profound crisis. The conflicts in Syria and Iraq are both a reflection and a transmitter of this crisis, with growing potential to further destabilise neighbouring countries and the wider region. These crises have resulted in a humanitarian disaster affecting more than 13.5 million people who were forced to flee their homes from Syria, and more than 17 million people in need of humanitarian aid (12.2 in Syria and 5.2 in Iraq).

Lebanon is now home to the largest number of Syrian refugees per capita relative to its total population, putting a severe strain on the country’s fragile infrastructures, economy, and security. The population of Lebanon was estimated at about 4.8 million (including almost half a million Palestinian refugees[1]) in 2013. Even though Lebanon has not signed the 1951 Refugee Convention, up to date it has taken in about a fourth of its own population. According to UNHCR, in September 2016 about 1,017,433 persons from Syria were registered as refugees in Lebanon.[2] In the Lebanon Crisis Response Plan 2017- 2020 (2018 update) (LCRP), the total number of people living in Lebanon is estimated at 5.9 million, with 3.3 million people in need. Among the Syrian refugee population in Lebanon, which today comprises over 1.5 million people.[3]

 

Background information on Qudra Specific Objective 3

’Qudra – Resilience for Syrian refugees, IDPs and host communities in response to the Syrian and Iraqi crises’ is a regional action financed by the EU Regional Trust Fund in Response to the Syrian Crisis, the  Madad‘ Fund and the German Federal Ministry for Economic Cooperation and Development (BMZ), seeking to strengthen the resilience of Syrian refugees, IDPs and host communities in response to the Syrian and Iraqi crises.  The programme launched in June 2016, is being jointly implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, Expertise France (EF) and Spanish Agency for International Development (AECID) in programme partner countries of Jordan, Lebanon, Turkey and North Iraq.

 

In Lebanon, MoSA and Expertise France ensure the consistency and the implementation of the Specific Objective 3 of Qudra. The project seeks to improve social stability between communities in Lebanon through a comprehensive and local approach of protection for children and adults. To do so, activities will revolve around four pillars: (i) support to the Ministry of Social Affairs (MoSA), (ii) focus on child protection activities, (iii) protection activities and (iv) dissemination of information. Expertise France will work within the framework of the National Plan of MoSA for CP and GBV

The programme will be implemented in SDCs of MoSA. Expertise France and MoSA had selected 4 local NGOS: Abaad, Afel, Akkarouna and Mouvement Social as implementing partners to implement activities related to child protection and protection. These NGOs will hire the necessary staff and implement the activities following a precise programme.

 

Description of the Tasks under the guidance of SDCS director

 

The candidate will be contracted by Mouvement Social

 

Mouvement Social (MS) has been working since 1961 towards sustainable development over all the Lebanese soil in a secular and nondiscriminatory approach. It aims to build a fair and humane society, to improve the citizenship and autonomy of the underprivileged through socio-economic development projects and to implicate Lebanese youths in the development and improvement of their society. Mouvement Social works to build social support networks as well as empower individuals to engage in the wider community. MS does not simply intervene on behalf of its beneficiaries to improve their access to their rights; it mainly works to increase societal awareness of social issues and lobbies decision makers (lawmakers) to promote policies that take into consideration the basic rights and needs of the underprivileged.  Programs tackles alphabetization and education; youth socioeconomic empowerment; prevention and protection for children, youth and women; as well as support of local develop and citizenship with municipalities. MS action is implemented through 12 centers (Halba, Tripoli, Zahleh, Kfar Zabad, Bourj Hammoud, Sin El Fil, Jnah, Ghobeiry, Nabatiyeh, Saïda, Roumieh prison, Barbar El Khazen prison), working directly with the local communities and local authorities in coordination with the headquarters in Badaro.

Description of the Tasks:

 

Job Mission: Project management responsibilities include the coordination and completion of projects activities on time, within high quality of services, within the contractual scope and budget. Assign responsibilities, monitor and summarize progress of project. Prepare reports for upper management and assist PBD Manager in business development

 

Planning Project Resources: The project manager’s first role is making a feasible plan that achieves the goals and objectives of the project and aligns with the project Term of reference and with MSL’s values and quality of services (defining the project’s scope and deliverables and determining what resources are available, estimating time and financial commitment).

 

Assembling and Leading Project Team: Take a leadership role with an existing team or create one to complete the project tasks. Assign tasks & deadlines to the team and give them resources to collaborate and fulfill the project objectives. Coaching project team by providing direction, input and collect feedback.

 

Time Management: Make sure every member of the team is doing what he or she need to do when they need to do it, the project manager must also define, schedule and accurately estimate the task duration to develop and maintain a realistic schedule.

 

Budget: Have a clear understanding of the project budget and have access to MSL financial proposal to keep the project within or under the contractual figures. Monitor the actual spend as compared to the planned budget and adjust accordingly. Ensure that all financial records for the project are up to date.

 

Quality and Satisfaction: Deliver to the project stakeholders the expected results or better and make sure deliverables are submitted in time and according to the quality standard and to the policies and procedures of MSL. Keep constant communications with the project stakeholders, reporting on progress and being open to feedback.

 

Manage Issues and Risk: perform a continuous risk assessment and communicate about it with the PBD Manager to avoid problems and set in place a plan of action if problems occur. Liaise permanently with the PBD Manger and other project managers to ensure the effective and efficient project delivery.

 

Monitoring & Evaluation: Make sure a project is progressing as planned, constantly measure it and compare those metrics against the created plan. Set a M&E methodology and develop relevant tools to collect project qualitative and quantitative data, to check if the actual progress of the project is meeting what was initially planned. Propose adjustment and resources reallocation to accommodate changes when needed.

 

Reporting and Documentation: Elaborate internal report and report for donors stating the project’s progress. Reports, along with all paperwork, must be collected signed off on and archived by the end of a project according to the confidentiality/privacy policy of MSL. This documentation should provide a history that can be revisited when planning for a similar project in the future.

Education/Years of Expertise:

 

Bachelor’s degree in development, political science, international affairs, social sciences or other relevant subject with 5 years of experience in project management fields including 3 years of experience in managerial level.

OR

Bachelor’s degree in development, political science, international affairs, social sciences or other relevant subject with 7 years of experience in project management fields including 5 years of experience in managerial level.
